D, 1912,1 under the call for state democratic primaries by the State Democratic, Executive Committee at Jackson- ville, Florida, January 16, 1912, The State Democratic Campaign (ommittee in and for the State of Florida, under and by virtue of the powers vested in it under the call made by the State Democratic Exec- utive Committee, in session at Jack- sonville, Florida, on January 16, 1912, met in the city of Jacksonville, Florida, on the 7th day of February, A. D. 1912, and thereupon adopted the following resolutions governing the primaries to be held in the State of Florida on the 30th day of April, 1912, and the 28th day of May, of said year, towit List of Offices to Be Filled bv the Democratic Primarv Election, Resolved, First, That each elector in the State of Florida, qualified to vote in said primary election, shall have the right to vote in said pri- maries for— One candidate for president of the United States. One candidate for representative to congress from the state at large. One candidate for congress from the congressional district in whica such elector may reside. One candidate for solicitor of the criminal court of record. One candidate for clerk of criminal court of record. Each elector in counties having a county court and not having a crim- inal court of record, shall have the right to vote for One candidate for county prose- cuting attorney. Each elector in the several counties of the state shall have the right to vote for: One candidate for member of the state democratic executive committee | from his respective county. Such applications of all candidates or county offices to have their names | printed upon the ballot shall be filed with the chairman of the respective executive committees in this State, on or before the 1st day of April, A. D. 1912, and such application shall be {companied with the amount required by the respective county committees in this State as to each candidate for any county office. Scecond—That each erson desiring to have his name printed on the pri- mary election ballot as a candidate for any state office, congressman -.n§ large or tor presidential electors, delegate to the national convention, or as a member o fthe national deb- ocratic committee, shall file with the chairman of the state democratic ex- ecutive committee, on or before the I1st day of April, A, D, 1912, his no- tice of candidacy and application to have his name so printed upon the| official ballot; such notice of applica- | tion shall be upon a printed form to be furnished by the chairman of said committee upon the request of any person, and such application and no- tice shall be accompanied with an amount of money equal to five (5) (the national committee, which shall be certified to him by such Congressional committee, Fifth—The chairman of the State! { Democratic Executive Committee shall, immediately after the 1st day of April, A, D. 1912, furnish to at i least one newspaper published in the county a list of all names which have been so filed as candidates for all State offices, as well as national, in- cluding the names of candidates for delegates to the national convention, Presidential Electors and members of and shalil certify to the chairman of each county committee a list of all such | candidates. Provided, that the assessment of the State Senators in districts con- stituting more than one county, where there is no Senatorial com- mittee, shall be paid in equal amounts to each county executive committee in such Senatorial district, and notice of his application to have his name printed on the ballot as a candidate for the office of State Sen-l ator in such district shall be by such candidate filed with the chairman ot the county executive committee of each county within said district. If, however, there should exist a Sena- torial committee in such district, such notice and application to have the name of such candidate printed on said ballots shall be filed with the chairman of such Senatorial com- mittee, and must be accompanied by the fee prescribed herein, and it shall be the duty of such chairman to duly certify to the respective county ex- ecutive committees in such Senatorial ,district the names of all persons who may qualify as candidates for such office, and the fees received from in equal amounts to each county com- mittee in such Senatorial district by Vthe chairman of such Senatorial com- mittee. by statute required. Form of Ballots. Sixth—The voting in said primary election shall be by ballot, in accord- ance with the provisions of the State primary law as enacted in 1909. Said i ballots shall be printed and distrib- uted under the directions of the re- spective county committees of the several counties, and on said ballots shall be printed only the names of such candidates for State and nation- al office as may be certified by the chairman of the State executive {committee, and the chairman of the !State Congressional Committees, ar- {ranged in alphabetical order; and next in order shall be printed the names of the county candidates, and in such order as may be prescribed by the respective county committees. Canvass of Returns. The Democratic County Executive Committee of the various counties shall, at noon, on the sixth day after each of said primaries are held, or sooner, if the returns are in, meet at the county court house of the respec- tive counties in the State, and public- Iy canvass the returns, and declare what candidates have been nominated | by a majority vote for each county of- |fice, and in what cases a second pris mary will have to be held; and the chairman and secretary of each coun- |ty committee within the State shall, jwithin two days thereafter, certify to the chairman of the State commit- tee, and to the members of said com- mittee, the result of said election as to each office, State and National, ex- cept as to candidates for Congress, and shall also certify the result of said election as to delegates to the National convention, presidential electors, and National Democratic Executive Committeemen. Ninth—Those, and only those, per- sons shall be permitted to vote at or participate in the management of said primary election who are white Democratic electors, who declare their adherence to the principles and organization of the Democratic party, national, State and county, who are by the laws of the State lawful elec- tors of the district in which they offer to vote, who have paid their poll taxes legally due within the time required by the law of the State regulating primary elections, and who shall, when challenged by an elec- tor, make in writing his oath before an inspector that he did not vote against the nominees of the last Democratic primaries for national, State and county officers, and that he will support the nominees of this primary. Time in Which to Pav Poll Taxes. Tenth—That, whereas, under and by virtue of the provisions of section 16, chapter 5929, Acts of the Legisla- ture, it is provided “That where the payment of poll or capitation tax is necessary to qualify voters for par- ticipation in primaries herein provid- ed for, that such poll or capitation tax shall be paid not later tkan the second Saturday the month preceed- ing the month in which such primary is held;” and, whereas, some discus- sion has arisen as to the correct con- struction of said provision of law, {t is deemed advisable by this committee to express its views that under said statute, in order for an elector to qualify or as to participate in the primaries heretofore called by the State Democratic Executive Commit- tee, he must pay his poll taxes legal- ly due on or before the second Sat- urday in March A. D, 1912, the same being the 9th day of said month.
