Public Thoughts R Information From An Authority ‘The Editor oe ‘The Key West Citizen Sir: 1 would like to avail myself of your column to address a letter to Mr. Bill Gibb. Dear Mr. Gibb: Like so many of your readers J heartily endorse much of what you have to say in your column. How- ever, I believe you err when you take the position that fluoridation of the water supply is undesirable, On July 26th you made refer- ences to “Congressional Hearings Testimony.” I take this to refer to the hearings conducted by the House of Representatives Inter- state and Foreign Commerce Com- mittee on a bill introduced by Rep. Weir (D.-Minn.) which would have outlawed the fluoridation of public water supplies in the United Sta- tes, I think it is a safe assump- tion that all those who had an in- terest in the matter and who were worth hearing were teard from at this time. Arranged. on the side of fluori- dation were men of demonstrated scientific stature. Appearing for the American Dental Association were Harold Gale, chairman of the Council.on Legislation and Trendly Dean, Secretary of the Council on Dental Research. Dr. Gale read a letter pe gah Re M. z; Secretary General Manager o! the American Medical Association, explaining the A. M. A.’s endorse- ment of the fluoridation procedure. “I can say that the A. M. A. endorses fluoridation of public wa- ter 8," the letter from Dr. Lull said. “Gerald Smith and ma- ny others have twisted the words around because of the fact in one action of the House of Dele- gates the word ‘principle’ was used. No matter what words were used, the endorsement is that public wa- ter supplies should be fluoridated in order to prevent dental caries in: children.” In other testimony, Dr. Dean, former director of the National In- stitute of Dental Research, des- eribed studies of the dental effects of fluorides in the water supplies carried on in many parts of the world beginning in 1901. Dr, Dean, who is internationally know for his 20 years of research on fluorides said studies show that adults who have lived since infancy in com- munities containing fluorides in the water supply have about 65 per cent less dental decay and 65 per cent less loss of teeth than persons in fluoride-free areas. Dr, Dean also emphasized that to call fluoridation mass‘medica- “Fluoridation is not a treatment for dental caries. Dental caries is a non-healing lesion; dental enam- el, once injured, never repairs it- self with or without medication. Fluorine simply prevents the decay from developing.” Appearing for the United States Public Health Service were John W. Knutson, D. D. S., chief dental officer; Isadore Zipkin, M. S., Ph.| D., senior scientist at the National Institute of Dental Research, and Nicholas Leone, M. D., Ph. D., M. P. H., chief of medical investiga- tion at the Institute of Dental Re- search. Dr. Zipkin, a biochemist, brought out the fact that practically all foods contain some fluorides and reported on a number of studies indicating that even with fluorides in water at levels four or five times greater than that advocated for caries prevention, there was no effect on bone development or frac- ture experience. Dr. Leone reported on a ten year study, begun in 1943 in Bart- lett, Texas, where fluorides occur naturally in the water supply st levels of 8 ppm (parts per million). The control community was Cam- eron, Texas, with 0.4 ppm of flu- oride in the water system. Inchud- ed were 237 persons ranging in age from 15 to 68 years at the be- ginning of the study. At the onset of the investigation each individual Teceived a thorough medical and dental examination. The clinical exam and laboratory tests were re- Peated in 1953. Dr. Leone, reported thé findings for the two groups, “. . .it is clear that the only difference attribut- able to the excessive fluoride ex- as is dental mottling in Bart- The public health service did not | have ready for release at the time of this hearing but released last month a statistical study of death rates in 32 cities which fluoridate their water and 32 neighboring ci- ties which do not. Death rates from heart diseases, cancer, intracrani- al lesions, nephritis and cirrhosis of the liver were found to be about the same between the two groups. The cancer death rate was actually lower in the fluoride cities; 135.4 Per hundred thousand as compared with 139.1 for the non-fluoride ci- ties. Another witness testifying on the safety of the fluoridation procedure was Wallace D. Armstrong, M. D., Ph. D., professor and head of the department of physiological chem- istry at the University of Minneso- ta Medical School. Dr. Armstrong said, ‘““Misunder- standing have arisen in discussions of fluoridation owing to the fact that very large amounts of fluoride are toxic. When sodium fluoride is employed as a rat or cockroach Poison the dry and nearly pure compound is used. The aim is to Produce acute, lethal fluoride in- toxication in the vermin, a circum- stance which would require an im- possible large intake of fluoridat- ed water. In water fluoridation the flouride compound is highly diluted to one part of fluoride to a million Parts of water,” During this side’s testimony those opposed to fluoridation had voluntarily absented themselves from the hearing room. They were probably out refreshing themselves frofn the gallon jugs of water they all carried. The first witness in favor of the bill to forbid the health procedure was Claude N. Palmer of Washing- ton, appearing as director of the National Committee against Fluor- idation. Under questioning, Mr. Palmer said his group was made up of “about 275 members.” Also speaking for the grou: pwas Mrs.| Vera Adams, President, and Vin- cent Kleinfeld,- both ef:Washington. Mr. Kleinfeld, who was counsel for the Delaney committee (a edm- mittee of the 82nd Congress which | considered fluordation) said he was now counsel for the antifluoridation group and described the procedure as “mass medication without Par; allel.” «ae This charge was echoed by an official representative of the Chris. tian Science denomination which for the first time was openly re- corded as against the fluoridation | procedure, In a statement, James Watt of Washington said he represented | the mother church in Boston and | its 3000 branch churches. He quot- ed a decsion by a district judge in Shreveport, Louisiana holding that fluoridation was mass medi- cation. Six days after Mr. Watt testified, the Louisiana Supreme Court re- versed the district court's decision and held that the fluoridation pro- cedure could not be construed as mass medication. The court cited the overwhelming support for flu- oridation on the part of the leading American dentists, physicians and scientists. The Louisiana decision made unanimous the favorable rul- ings on fluoridation in all eight states where it has been a court issue. Two physicians appeared to op- pose fluoridation. Leo Spira, M. Three dentists appeared, includ- ing Max Ginns of Worcester, Mass., senior dental consultant to Worcester City Hospital, who said that contrary to studies, “in na- tural fluoride areas, tooth decay is just as prevalent as anywhere else,” Charles T. Betts of Toledo, who said “fluoridation does not prevent decay; it does just the op- posite,” and Paul Manning of Springfield, Mass., who deplored the existence of water fluoridation in the capital and, in a hushed tone, solemnly warned the congress men, “Don’t soak your bodies in Washington bath water, because if you do, the unalterable effects of fluoridation will come upon you. You will become vielent.” At this point, Dr. Betts rose and shouted “Senator Taft died after drinking this water for a year. Jus- tice Vinson lies buried in Kentucky. Public Hearings Editor, The Citizen: In July 1952 the Delaney Congres- sional Committee to Investigate Chemicals in Food recommended that American communities “go slow” with their programs to flu- oridate the public water supplies. ; | This recommendation was strongly , influenced by a medica! member of the committee, Dr. A. L. Miller, one time director of the Nebraska State Department of Health. Dr. Miller was the author of the bill) which put fluorides into the Dis- trict of Columbia's water supply. Dr. Miller apparently reversed his enthusiasm for fluoridation in sug- gesting ‘‘a sufficient number of un- answered questions concerning the safety of this program exists to warrant a conservative attitude. The Wolverton Committee con- ducted public hearings on fluorida- tion in three day sessions, May 25 thru May 27, 1954 in connection with the Weir Bill HR2341. HR 2341 would forbid fluorida- tion of water by the District of Col- umbia, by any agency of the fed- eral government or territory and by any state government insofar as state action affected. water sup- plies for federal installations such as hospitals. Hearings on this bill were ar- ranged to seek information on the validity of the claims about fluori- dation and any new data available. Many competent physicians, den- tists, biochemists and others say simply that not enough is known yet about the cumulative effect of fluorine to warrant introducing even small amounts into the fau- cet water of the United States. The physican knows nothing first hand. about the effects of flu- oridated water over a long period of time on human bodies. His “‘stu- dy” will consist of reading USPHS material. (‘‘To tell the public that any of these programs are all! right, but that there may be some undesirable side effects, is another sure way to defeat the pro- gram. P. 149). The navy man presumably is biased. The paper |has indicated the Navy would go along with the program. | If the Committee “recommends” | fluoridation — then what? An opin- jion held by three men carries no more power or authority to force tooth decay treatment on citizens than would a similar “opinion” from any other three (or three |thousand men) from either high or low places. Scientists, pseudo-sci- entist, dentists and physicians are privileged to make “findings,” but citizens are not legally bound to use these findings on their bodies. The U. S. My feeling on the subject is that fluoride treatments should be done by a Dentist or Dental Hygienist who know how to handle such treatments safely and | properly. Your cousin Loftin Curry is 100 per cent Conch, your brother Jimmie Fort is also 100 per cent and you have proved to} be 100 per cent Conch by fighting | for the interest of Key West. Well | on this Conch business I could write all day long. To get to the point—here in this | letter is a ballot which covers both | myself and wife. Here is something more impor- tant to fight. Let’s fight for clean| pure water. The water is dirty and filthy. I have seen with my own eyes sections of water pipe in the street opened for repairs and dirt, germs of all kind get in the pipes, it is never cleaned out. Then pipes | are joined together, and this dirt and filth is idistributed in that sec- tion where the repair was made. On the other hand there are peo- ple who don’t want any fluorides, medicines or nostrums to be add- ed to their food, drink and wash. They want just plain untampered water, as they ‘have had up to now available for all their needs in our city water mains. I challenge any- body to say that this is an ille- gitimate’ desire. The fluoridation of city water supply water mains (I purposely | emphasize, water mains) would a- ;mount to unwarranted, highhand- ed abuse of official power to foist on the people another compulsory so-called ‘‘Noble-Experiment,” this time applied in reverse. Most of us remember the prohibition days; it was then: “Thou SHALL NOT drnk such and such,” Now it is: “Thou SHALL drink sodium fluo- ride, a by-product of aluminum in- dustry.” Sometimes I wonder just what it is that causes some people to ig- nore, intolerate and violate the rights of others instead of, as in this particular case, to devise some means by which an individual can exercise his free ‘choice: want it — go and buy it; don’t want it — haye no compulsion to use it against his free will; want to switch from pro to con or vice versa—do it any time you like. Are we living in democracy or aren’t we? I want to compliment Bill Gibb on his untiring vigilance in public interest. In one locality where the people had very poor teeth he found a great deal of flu- orine and then in another place where the people had unusually good teeth, he found a shortage of fluorine.
