MILKS NOVA GOA, Portuguese India (®—Most Goans—natives of this largest of the three Portuguese In- dian territories—are born with a paid-up annuity policy payable as soon as they reach adulthood. Since before the Portuguese took over this area in 1510, the resi- dents have worked and lived in close-knit communities, each a self-governed unit in which its members shared the toil and the profits. Today even Goans who have left to live in nearby India or else- where receive annually the portion of village profits shared by each adult male registered from that community. At home, members of each com- munity till the community-owned land, accepting in return their por- tion of the income, payment of their defense and territorial road taxes, and at the close of each year, an equal share in the sur- plus. Historians are unable to explain when and how this system devel- ba was here when the Portu- guese arrived,” said one scholar of ancient Goanese history. “‘The Portuguese were never able to change it and it endures today as solidly as it did 500 yars ago. Each community under the Goan system elects its own government, responsible to the people of the community for its administration and to. the government of GOA for a share in maintenance of public roads. Schools, churches, hospitals, and whatever public utilities exist ate developed and financed from eommunity funds. . Once each year the books of each community are balanced. A few of the more fortunate comminities find they have up to 500 rupees ($105) left over for each of their adult males. The average is closer to 40 or 50 rupees ($8.50 or $10.50) each. Up To eee 42! Span the seasons in stripes if you like ’em! So distinctive — the novelty-stripe treatments in the new stand-up-in-back collar — squared armhole sleeves! Just as pretty in solid colors — make one of each. Ideal in Fall cottons, faille, rayons! Pattern 9018: Misses’ Sizes 12, 14, 16, 18, 20; 30, 32, 34, 36, 38, 40, 42. Size 16 takes 3% yards 45-inch.
