4 Architect’s Drawing Sho NEW MOTEL—This architect’s sketch shows how the Bl wing New Marine Motel - ue Marlin Motel and Apartments will look when completed. The new building, designed by Norman Giller, Miami Beach architect, and to be built by the CBS Construction Co., Inc., will be next door to the present Blue Marlin Motel at 1320 Simonton Street. The 20 units will be split into nine motel rooms and 11 efficiency apartments. All units will be air-con- ditioned and each unit will contain‘a TV outlet connected to a master antenna on the roof. Cost of the building is estimated at $85,000, with another $20,000 being spent on furnishings and landscaping. The old frame building was a whim of the artist. It doesn’t exist. The new addition will house the news room, a photo studio, Associated Press wire service teletype, and a morgue. The addition will cover 3,252 square feet. Because of The Citizen's growing circulation, more space is needed for the storage of news print. The addition will also provide this storage space. The present office space will be turned over, exclusively to the business department. Sam H. HOMES FOR Pees AP Newsfeatures Toppino Asks ens Dredge, Fill In Hawk Channel Area Way Prepared For Work Toward New Marine Development Application has been made to the Department of the Army by Charley Toppino and Sons, Inc., for a permit to dredge and fill, and to construct rock moles, in Hawk Channel, at property owned by the applicant on the south side of Stock Island. It is proposed to dredge in an area about 1400 feet by 200 feet to construct a turning basin and a series of slips, It is also proposed to dredge an approach channel extending from the basin and slips into Hawk Channel to the 15-foot depth. con- tour. The channel would be protected by a rock mole on both sides, ex- tending into Hawk Channel to the 12-foot depth contour about 1,750 feet channelward of the proposed basin. The dredging would be carried to a depth of about 30 feet below mean low water, and the dredged material would be used to con- struct the moles along the ap- proach channel and between the slips. Plans of this work may be seen at the office of the District En- gineer, Corps of Engineers, 575 Riverside Avenue, Jacksonville, Florida, and at the office of the Resident Engineer, Corps of En- gineers, foot of Collins Avenue, Miami Beach, Florida. It is not proposed to hold a pub- lic hearing on this application. Anyone desiring to submit a pro- test bared on the proposition that the proposed work would unreason- ably interfere with public naviga- tion, or would unfavorably affect the navigable capacity of the said waterway, should submit such pro- test in writing in sufficient detail to admit of a clear understanding of the reasons therefor. The Federal courts have ruled that the decision of the Depart- ment of the Army on the applica- tion must be based entirely on the effect the proposed work would have upon navigation, and not on its éffect on property values or other considerations having noth- ing to do with navigation. A Department of the Army per- mit is merely a waiver of objec- tions insofar as public rights of navigation are concerned. It confers no franchise or prop- erty rights, nor does it in any way abridge any right which any aggrieved person would have had under any law, had the permit not been issued. Protests based on effects on public navigation should be addressed to the District En- gineer, Corps of Engineers, P. 0. Box 4970, Jacksonville, Florida, in time to be received on or before July 14.
