BARRETT “WASHINGTON w — Democrats planned floor fights today in both the House and Senate to try to increase unemployment insurance benefits, but their prospects ap- peared: dim, The House scheduled action on @ bill by Rep. Daniel A. Reed (R- NY) to extend unemployment com- pensation coverage to about four million additional workers in small- er businesses. The Senate called up a bill to create a reserve fund «from which states could borrow to tide them over temporary emer- gencies caused by heavy drains on unemployment insurance funds. . Democrats led by Sen. Kennedy (R-Mass) and Rep. Forand (D-RI) ‘prepared amendments to ‘both of these ills to try to write in an increase in benefits and longer payment periods for the jobless. Neither bill as it stands now would ~ Forand said in an interview that President Eisenhower has called for action along the lines of his proposed amendments, but that Ei- senhower has tried to “pass the buck to the states” to improve the program, a federal-state undertak- ing. Eisenhower has urged that State legislatures act to raise job- less benefits. : Forand said there is no indica- tion that the states will do this. The Democratic amend- ment would require each state to pay benefits for 26 weeks. Present state laws vary from 16 to 26% weeks. It also would provide that maxi- mum benefits would be not less than two thirds of each state’s av- erage weekly wage, with a mini- mum for each individual of 50 per cent of his own wages. This would guarantee maximums of $32 to $56 in the various states. At present, the maximums run from $20 to $83 with a national average payment ‘of about. $24.50. Republican leaders in both House and’ Senate denounced this Program as unsound and said they were confident it would be beaten. Some Democrats agreed. “The bill pending in the House ‘would extend the system, now cov- ering 36 million workers, to firms employing four or more workers for 20 weeks during any one year. ‘The present system covers only firms with eight or more employes for 20 weeks. The bill also would extend cov- erage to federal government em- Ployes. The measure up for action in the Senate, passed by the .House last year, seeks to assure that all of the federal tax collections under the unemployment compensation program in excess of the amounts needed for administration would go back in the form of loans or grants. The federal levy is three tenths of 1 per cent, In the 19 years the program has been in operation, this has yielded: about one billion dol- lars more than the administrative costs. The excess has gone into the Treasury's general receipts.
