DEMOS FAIL TO BACK FLANDERS N MOVE TO CUT JOE'S POWER By JACK BELL WASHINGTON (#—A hands-off Policy adopted by the Senate Dem- ocratic leadership today apparent: ly all but doomed a move by Sen. Flanders (R-Vt) to strip Sen. Mc- Carthy (R-Wis) of his investigat- ing chairmanships. ’ Sen. McClel- lan (D-Ark) predicted today the Senate Investigations subcommit- tee will write a split report on the }}McCarthy-Army controversy, en- tering today what may be its final week, “It would be a happy result to have a unanimous verdict,” Mc- Clellan said in an interview, “but the disagreements and the partisan votes that have been taken thus far leave that as only a faint hope.” Sen. McCarthy (R-Wis) took a similar view. Both he and McClel- lan referred to a series of 4-3 votes on procedure, in which the four subcommittee Republicans ouvot- ed Democrats, One of these votes, last week designated as the final witnesses McCarthy and two aides on the subcommittee staff: Chief Counsel Roy M. Cohn and Chief of Staff Francis P. Carr. The Democrats wanted to call at least two more witnesses. But many Senate pre- cedents and customs are involved that the Democrats don’t want to upset for fear that if or when they return to control of the Sen- ate they might face a challenge to eir own organization control. One of the customs is that the majority party shall control the chairmanships. With only one ex- ception, when a chairman has been removed in the past it has been done on the initiative of the controlling party. The exception came in 1924 when Progressive Republicans revolted against their party’s leadership and eventually forced a floor vote in which the late E. D. (Cotton Ed) Smith, South Carolina Democrat, won out. , Flanders’ motion also is“regard- ed by many of the Democrats as failing to capitalize on the current televised controversy over “pres- sure” and “blackmail” charges exchanged between Secretary of the Army Stevens and McCarthy. The Flanders resolution deals with questions incorporated in an elections subcommittee report ear- ly in January 1953 on accusations flung between McCarthy and for- |mer Sen. William Benton (D- Conn). Sen. Lehman (D-Lib-NY) said in a weekend speech at Waltham, Mass., that what is needed to counteract McCarthy’s tactics “is a show of some old-fashioned spunk on the part of the execu- tive.” President Eisenhower has indicated displeasure with some of McCarthy’s actions but has talked mostly in general terms. Lehman said that in the McCar- thy-Army hearings “the public has seen some of the abuses and ugly implications of what has been tak- ing place behind the scenes of the McCarthy committee during the past two years.” Flanders’ basic contention Fri- day was that McCarthy stood in contempt of the whole Senate by not appearing before the elections subcommittee while it investigated charges against him in 1952, Mc- Carthy has characterized that sub- committee’s report as a “smear.” Interviewed on an NBC TV-radio show last night, Flanders declared all McCarthy’s words and actions must now “be seen and listened to” in the light of this ‘unresolved contempt of the Senate.” Criticizing McCarthy on other counts, the Vermont senator as- “clearly in the direction of -fight- ing communism with fascism.” “This little difficulty we are in is not a difficulty of this adminis- tration,” he said. “It is a difficulty of the last 1,500 years, when West- ern civilization began and. . . if we do not see what is happening and do not know what to do about it it is going to see the end of those 1,500 years.” McCarthy, returning from a weekend speaking trip, told news- men on his arrival in Washington he had no comment on Flanders’ remarks, TWO PILOTS DIE SEOUL @ — Two American | pilots were killed yesterday when | their F84 fighter-bombers collided about 10 miles southeast of Taegu. Mundt said over the weekend he still hopes for a single over-all report by the subcommittee, per- haps with some dissenting views on a few aspects of the case.
