That Se¢tion 17.97 of the Code of the City of Key West, Florida, 1952, relating to motor vehicle inspections be and the same is hereby amended by deleting the last sentence thereof and adding the following: All certificates shall be issued within the following periods: March ist through March 31st and September Ist through September 30th, and said certificate shall expire on the last day of each semi-annual inspection period. Section 2. All ordinances or parts of ordinances of the City of Key West, Florida, in conflict with the provisions hereof are hereby repealed to the extent of such conflict, Section 3. This ordinance is hereby declared to be an emerg- rency measure on the grounds that this ordinance is necessary for preservation of peace, health, prosperity and safety of the peo- ple of the City of Key West, Flor- ida, and the reading of this ordi- nance at two regular meetings, not less than one week apart, is hereby dispensed with by unani- mous vote of the Commission. Section 4.
