CONGRESSMEN AND COURTS The conviction of several Congressmen recently on! charges of taking kick-backs from employes and the indictment of ex-Congressman by the Justice Depart- ment just a few days ago, on other charges, does not make for particularly happy reading. The worst part of it is the sure knowledge that for every Congressman convicted, there are others who have been guilty of the same thing and who have not been convicted. It is sometimes difficult to bring a case against a Congressman or Senator. There have been times in the past when highly questionable activities by Senators or Representatives has come to light and when nothing has been done about such revelations. Certainly, members of Congress are able to bring more pressure and influ- ence more important people than the ordinary citizen. Therefore, the continuing charges and convictions be- ing obtained regarding kick-backs indicate that the practice has been more generally employed than has been suspected. A kick-back is nothing more than falsi- fying the record and stealing money from the govern- ment. The Congressman or Senator accepting a kick-back lists an employee who is either imaginary, or who draws only part of the salary listed for him or her.
