Inspection Division as provided for in this ordinance. Section 10. PLANS AND SPECI-) FICATIONS TO BE SUBMITTED| TO THE ELECTRICAL INSPEC- TION DIVISION. Plans and specifications with complete descriptions of all pro- posed electrical work shall be sub- mitted to the Chief Electrical In- spector at the same time applica- tion is made for a building per- mit, The plans must be legibly drawn or printed to a definite scale by a registered architect, re- gistered engineer, general contrac- ter, electrical contractor, or owner, one floor plan being sufficient pro- vided it shows all the proposed electrical work; otherwise, two or more plans shall be submitted. The plans shall show the outline of the total floor area, the square feet of the building under consideration, the point at which the service con- nection is to be made with the pub- lic utility or isolated plant or with another building, the size of ser- vice and sub-feeder wires, the lo- cation of service switches and cen- ter or centers of distribution, and the arrangement of circuits show- ing the number of outlets connect-| ed thereto. The plans must be stamped “approved” by the Chief Electrical Inspector or his duly au- thorized representative before the building permit or the electrical permit can be obtained, and be-| fore any electrical work can be! started, All blue prints or draw-| ings of this nature are filed in the office of the Building Inspector for! safe-keeping and future reference. ‘The installation of the wiring, ap- paratus or equipment for light, heat or power, within or attached | to any building or premises, whe- ther for private use, must be done in accordance with the plans and| Specifications submitted, as de-| scribed in this section of this ordin-' ance. Any changes or omissions in the wiring system shown on the plans, must be made by the owner! in the form of a letter setting forth the changes and accepting the res- ponsibilities for the changes. The letter must be addressed to the Chief Electrical Inspector and! shall be filed in his office. Section 11. DUTIES, RIGHTS, AND POWERS OF THE CHIEF ELECTRICAL INSPECTOR AND HIS ASSISTANTS. (a) It shall be the duty of the Chief Electrical Inspector and his authorized assistants to inspect all | wiring, apparatus and equipment, and installations for light, heat, or power within the limits of the City of Key West, Florda, and to en- force all the laws, rules, and reg- ulations relating thereto, and to! exercise a general supervision aver | all electrical work in the City of Key West, Florida, and to enforce all the provisions of this ordin-| ance. (b) The Chief Electrical Inspec- tor or his representatives will is-! sue a Certificate of Approval on! the wiring installations, apparatus, equipment or light fixtures provi- ded they comply with the rules and regulations of this ordinance and the 1947 issue of the National Elec- trical Code. (e) The Chief Electrical Inspec- tor and his representatives are hereby given the power to discon- nect extension cords, temporary wiring, branch-circuits, sub-feed conductors, or the main service supplying electrical energy to any portion of an electrical wiring sys- tem on or in buildings or on prem- ises, if this wiring is deemed by the inspector to be hazardous to life or property. Section 13. The requests for inspections must be made by the person, firm, or corporation installing the wiring, and failure to request such inspec- tions, constitutes a violation of this ordinance. (b) It shall be unlawful for any person, firm, or corporation, or their agents or employees, to cover or conceal any wiring for light, heat, or power, in the City of Key West, Florida, until a certificate of inspection in the form of a sticker: or tag is placed on the main switch } |box by the Chief Electrical Inspec- tor or his assistants, signifying jthat the wiring has been inspected and approved, and is “OK to lath.” Section 14. PERMITS TO BE ISSUED ONLY TO QUALIFIED} PERSONS. (c) Permits shall be issued to duly qualified maintenance elec-' tricians to make reasonable alter- ations, additions, or extensions to! paratus, or installed equipment, contained, or used upon premises or contained in buildings owned or| occupied by the person, firm, or corporation by whom the main- tenance electrician is regularly em- ployed, These reasonable altera- tions, additions, or extensions shall be of a minor character, and shall be confined to existing branch circuits and fixtures, apparatus, or! equipment connected thereto, but shall not include the installation or replacement of service conductors, service equipment or sub-feeder| circuits up to the final center or| centers of distribution.
