West Berlin- ers massed in front of the ruined Reichstag to hear their anti-Red leaders defy Communist encroach- ment. New York police banned the annual march there, asserting it had become a communistic af- fair. A meeting in downtown Union Square—okayed by the police in the interest. of free speech and assembly—was scheduled instead. Under the minimum foun- dation program for financing a uniform school system the state gives poorer counties more help than richer ones.
