In addition to other assurances, he said: “I would like to assure our friends abroad that the Républic of China will not ask for aid in ground forces from any na- tion to achieve our goal,” ‘It, of course, remains to be seen whether Kai-shek, with the limited man-power at his command on Formosa, can build and lead an army strong enough to rout the Chi- nese Commutists—who will, no doubt, be aided"by Rus- sia in any renewal, of Chinese civil war. However, the in- tention. not to use foreign infantry is all-important, and ong ean only hope that it will be.adhered to, éven if it means delay in the regaining of China by the Nationalists. There are methods which the United States can adopt which would help the Chinese, and which might bring about long-term pressure to enable the Nationalists to re- conquer their homeland. These methods consist of a naval | Cr blockade, and other pressures, both economic and politi- cal. Generalissimo Kai-shek, in the meantime, could stage commando raids on the coast, develop a larger Chinese underground force and encourage all Chinese to throw off the shackles of Communist domination. This process might conceivably require some’ years before the full effects would be felt. However, it ig super- iorto the alternative, which would require United Nations ~ troops to help Kai-shek do the job, and is the logieal ap- proach to the Chinese problem. The goal of the Eisenhower Administration, regard- ing China, should be, and apparently is, to do everything short of involving United States soldiers in the developing battle far China. There are no master-minds and no super-men; if you think otherwise, somebody has you fooled.
