It was in such emaciated condition that he took it to the Humane Society shelter immediately and fed and watered the animal in-an attempt to save it. The horse was too far gone to ‘| respond to treatment and died with- in 24 hours after the attempted rescue. He tried to locate the own- er but was unable to find a claim- er. On Saturday, the day after the horse succumbed to advance stages of Starvation and neglect, the city to be called in the ¢: 38. City Manager Dave not only deplored the eruelty to some of the horses in the city, but said that the keeping of them within the city limits was direct violation of a city ordinance which states that horses or cattle may be kept in the Key West city limits only if they are sheltered in thoroughly screened stables which must be cleaned regularly every day and that the animals must be main- tained under sanitary conditions. Chief of Police Joseph Kemp stated that the police department had the power to arrest anyone against whom a warrant was issu- ed by the Humane Society charg- ing cruelty to any animal, includ- ing horses, and that he was most certainly willing to see that the | law was enforced. Mrs. George Mills White, pre- sident of the Humane Society stat- ed, “We are incensed at the treat- | ment of most of the horses in the | area. There are only three or four | which are being treated humanely.
