Released from their rooms for a group singing in the courtyard, the girls began their march to the men’s dormitories without any ap- parent advance planning. They did not enter the men’s rooms but stood under the windows screaming: “Sissies, sissies!”* The men responded to the dare instantly. Some 300 of them charged out, chased the co-eds back to the girls’ dormitories, and milled around for two hours. Sever- al attempts to get into the girls’ rooms were unsuccessful. The co-eds taunted the men from the windows. A few pairs of panties were tossed out. A group of male students later went to the sorority area a block away and broke into one house. Five were arrested by city police inside the house. The demonstration was broken up by Dr. Ludd M. Spivey, the college president, and other teach- ers and officials. Eighth Army, sped here from Seoul today and went into immediate conference with Prest- qent Syngman Rhee on the South Korean executive's declaration of martial law. American embassy officials sat in on the meeting. Just before the session began, Rhee issued a long-awaited public statement explaining why he pro- claimed martial law in Pusan, the temporary capital, and 21 counties in three southernmost provinces, He said his action—‘“necessary and ldhg overdue’—was forced by increasing guerrillas activities in the region and was taken to prevent public demonstrations from becom- ing violent. “American soldiers have been ambushed and killed in the very vicinity of Pusan,” he said. This was a reference to the slaying of five U. S. soldiers by guerrillas Friday in a gravel pit at Tongnae, eight miles north of Pusan. “Murder has been committed with impunity,” Rhee continued, This apparently referred to the slaying of a South Korean army captain, “allegedly by a national assemblyman, several weeks ago. “And,” Rhee went on, public feeling has been rising in indigna- tion against those recalcitrant, ir- responsible members of Nation- al Assembly.” The Assembly obtained the mem- ber’s release from jail but he was rearrested by South Korean mili- tary police. “Far-reaching Communist con- nections have been uncovered and the authorities are taking steps to make a thorough investigation of the case,” the President said. “When the investigation is com- pleted, the full facts will be dis- closed to the public.” Nine assemblymen have been arrested since martial law was declared Saturday. No formal charges have been placed against them but they are being questioned about the Communist funds. More than 40 members were de- tained briefly Monday preventing a quorum of 92 in the 183-member Assembly. Rhee’s military crackdown was the first naked assertion of army power in Korean politics since the government was formed in 1948, The army, already outraged at the killing of one of its captains and the Assembly's release of a lawmaker accused of the slaying, apparently co-operated willingly. There has been bad blood be- tween Rhee and the Assembly al- most from the beginnings of the government in 1948 although it was | masked during the early, tragic days of the Korean War.
