Let 43,} Monday, May 26, 1952 THE MUNSAN, Korea (#—United Na- tions truce delegates return to Panmunjom Tuesday to learn if a three-day cooling off recess has cracked the Communist stand on war prisoner exchange. “The explosive issue alone blocks an armistice in Korea, The Communists demand all their captured soldiers back—at the point of a bayonet if neces- gary. But the U. N. Command has been equally firm. It says no pris- oner will be forcibly returned to the Reds. An Allied screening showed only 70,000 of 169,000 Red | POWs and internees want to go back to Communist areas. Maj. Gen. William K. Harrison, new senior Allied delegate, said the Reds still may be determined “to delay or reject an armistice.” In an interview Sunday, Harri- son observed: “If the Communists are going to concede, we won't know it until the day it happens. Up to the last minute, they will keep trying to make us give in.” He said he hoped the Reds had used the three-day recess “to stand against forced repatriation. He added that statements by President Truman and high gov- ernment officials of Great Britain and Canada‘ certainly should con- vince the Communist delegation— and their masters” that the U. N. ; Command is speaking with full governmental authority and sup- port. The Allies have told the Reds that the U.N. Air Force Is Worried About Civ. Program Will Try Again To Get Volunteer System Of Aircraft Spotters Into Operation By ELTON C. FAY WASHINGTON — The Air | Force, seriously worried over a weak link in the nation’s aircraft warning system, is going to try again to get the volunteer system \of civilian aircraft spotters into | round-the-clock operation by July. An attempt was made to t | the full, 24-hour a day pla.e sgot- ting system in 27 states on May 17, but was postponed when a num- ber of state civil defense directors requested reconsideration of the plan, The “ground observer corps”’ is intended to help the Air Force's | Air Defense Command locate and track unidentified aircraft flying too low for radar to detect. e officials contend that this constant, low-altitude surveillance is vit An officer interested in the ene- | my aircraft warning system cited |today an incident in Alaska as an example. About six weeks ago, he said, a ground observer in Alaska (the exact location may not be disclosed) saw what appeared to be the contrail of a plane. (A con- trail) is the streamer of white vapor left by an aircraft flying in ced air or at high altitude. Radar sta- tions in the area could find noth- ing on their screens. No known friendly craft were in the area. The presumption is that the plane, never identified, was flying at an altitude too low for radar to locate or track. Alaska is only few hours flight from Soviet airfields in Siberia and the Russian Maritime Peninsula. ‘The probability is that it_was not | @ bomber. It may have ber Tange reconnaisance aire looking over the territory and photographing radar and other mil- itary installations. The report of the ground observ- er was flashed not only to the Alaskan air defense setup and ra- dar stations of that region but the United States, where a state of readiness was ordered until ra- dar and aerial reconnaissance showed no further trace of the re- ported plane. The Alaskan incident came at almost the exact time the Eastern Air Defense Force picked up on radar the presence of two uniden- | tified aircraft near Presque Isle, |Me., a USAF. base. Interceptors | Were sent up and the planes were | identified as commercial craft, But |the coincidence of that radar in- tercept with the report from Alas- |ka caused uneasy moments In general, the Air Force esti- mates that planes flying below 4,- 000 feet are difficult or impossible to track by radar. This alfitude can be lower in flat terrain or over the ocean, much higher in hilly or mountainous country | The only solution, the Air Force contends, is to back up the radar net which together with stations operated by Canada extends from {the United States to t northern | perimeter of the nt, with grour It is physically and fin impossible to provide er tary personnel for this civilian ground o be put fense ¢ con! observers neially gh mili- So until a erver corps can pera the mand must ports by observers at stallations, n ships operati Coast Guard sta The civ need not be of Mrs Jackson &§
