The French Cabinet directed For- eign Minister Robert Schuman not to sign either the peace contract or the European army treaty until French conditions have been agreed to. These conditions, not made public officially, were under- stood to include: 1. A stronger guarantee against Germany pulling out of the Eu- ropean Defense Community (EDC) at some future date. 2. A revision of financial ar- rangements between the Allies and the West German government. 3. A promise that the special French problems outside Europe mainly in Indochinabe given con- sideration pronto by the United States and Britain. | 4. A promise by Britain and the ‘United States not to interfere by demanding a more liberal French Tunisia and Morocco. 5. Continued Allied controls on German industrial production.
