Wants Stamps Placed On Cigarettes At Yard Commissioner Louis Carbonell wants the practice of the civilian workers of Key West being able to purchase cigarettes at the civilian canteen in the Navy Yard stopped unless city tax stamps of 3 cents are placed on each pack of cigarettes purchased. Carbonell wasn’t objecting to the sale of tax exempt cigarettes to service men, but he did not see how the Navy could sell cigarettes in the yard to civilians that did not have city stamps attached. The commissioner believed that it was not legal to do this. “The reason cigarettes are purchased by civilians in the Navy Yard is that a saving of 10 cents a pack can be made. I think this is a darn good sav- ing.” said Newspaperman Jim- my Calloway. “Iam not arguing about the price, Mr. Calloway, what I am contending is about the non-pay- ment of city tax on each package purchased,” replied Carbonell.
