CATHOLIC WRITER FLAYS FRANCO | An explosive book on affairs in Spain comes from the pen of Emmett John Hughes, a young American historical scholar, himself a member of the Roman’ Catholic Church and author of a book. which was selected by the Catholic “Book of the Month” Club for distribution to its. members, . The Government of Generalissimo Franco has exercised eight years of mar- tial law and, according to Mr. Hughes, is a “government without the people, above the people and against the people.” Mr. Hughes frankly concludes that Franco’s government is opposed by a ma- jority of Spaniards but is supporied by three principal groups, the army. the Church and the Falange. While he thinks that the Dictator received assistance from Hitler and Mussolini during the war, he says that the present Spanish tyranny has its roots deep in Spanish tradition. Concerning the Spanish army, Mr. Hughes says that it has always demanded power, influence, high salaried jobs and a reactionary , government. Under Franco, these are assured. When it comes to the Spanish church, Mr. Hughes says it has forsaken its dedi- cation to the poor, the dispossessed and has become the champion of money and reac- toin. He was shocked by the unblushing support which many Spanish priests gave to the most Fascist aspects of Franco’s regime and says that he understands per- fectly why so many Spaniards can be: both devout Catholics and anti-clericals at the same time. Concerning the Falange, Mr. Hughes says that the organization does.not possess the power it onee had. He reports that Franco has dismissed some of its leaders and weakened its organization but that, while under wraps, it is a powerful source of pure Fascist ideas, While declaring that Franco is not the idiot of the cartoon but possesses a erafty intelligence, Mr. Hughes reports that the opposition is split among Republicans, So- cialists, anarchists and communists.
