To Be Changed; Held In 1948; “What we call the Keys are rapidly growing in population, and many developments are un- derway in that area, but a con- dition exists of taxation without representation with residents in that part of Monroe county, so far as our public school board is concerned,” Representative Ber- nie B. Papy said today, “and for that reason I am going to intro- duce a bill in the coming s nm of the legislature that will redis- trict the three school districts in the county, so that the residents of the Keys will have represen- tation on the board. “The unfairness of the Keys not having representation on the; Board of County Commission was corrected a few years ago, and my bill will correct the unfair- ness of all members of the board being residents of Key West. Ij} am confident that every fair- minded Key Wester will agree with me that residents of the Keys, who pay school taxes as we do, should have representation on the board.” Mr. Papy said that all that; territory northwest of Division | street will be in the first dis-' trict, The second district will ex-| tend from the southeasterly side of Division street to the toll] bridge at Big Pine Key, and the] third district will comprise all that territory in Monroe county north of the toll bridge. i “The third district,” Mr. Papy| pointed out, “will include such | aaidisieing communities as Mar- i athon and Tavernier, where th populations have increased fast j » last few years and where de- velopments have been made cea a large scale. One result will be that as a result of developments and increase of population on the Keys, the taxable burden in Mon- roe county will be more equit- ably distributed than it is at present.” Mr. Papy said that a provision in his bill will call for an elec- tion for all members of the school board to be held next year. Only a resident of any given district! is eligible to be a candidate in that district, though in the pri- mary they will run at large.Mr. |Papy explained that, though the | candidates will run throughout the county, they will be divided in three groups, which assures representation for every district | in the county.
