It was said he will point out that the strike has become so se- rious, in upsetting the welfare of the citizens of the United States, the miners will face the question of whether their country or their union comes first with them. Opinion here was general that comparatively few miners will re- turn to their jobs because of the President’s appeal. The vast ma- jority of them will return to the pits only if John L. Lewis tells them to return. Twenty-eight hundred miners are working today in pits in west- ern Pennsylvania. All but a few of them are non-union men, Union men among them have re- sumed work:as a protest against John L. Lewis’ leadership of the soft-coal miners. Output of the 2,800 is 40 tons a day. Difficulty was encountered to- day in determining on the col- lateral for the $3,500,000 bond that is to be posted for the United Mine Workers ef America, pend- ing the appeal ef the case against the miners and; Lewis. Govern- ment and union attorneys con- ferred about the bond, and sev- eral times they were in confer- ence with Federal Judge Golds- borough, but no agreement has yet.been reached as to the nature of the bond. A spokesman for the Depart ment of the Interior said toda that‘the government is preparing to add seven more states to the 21 where dimouts are in effect, He said further that the gov ernment is making preparations for a strike that may last till next March. Should that hap pen, the industrial production in the United States will be cut down to one half of what it was from 1935 to 1939.
