The financial dis- tress of Florida cities and towns is well known. Some have had to curtail drastically, and in a few instances entirely eliminate, essential services. One large source of revenue for towns and cities was taken away by con- stitutional amendment. Other pos- sible sources of much needed rev- enue for towns and cities have been preempted by the state. The financial plight of towns and cit- jes has been growing rapidly worse for the past several years. They have about reached the point where they must have some financial help from the state gov- ernment or many of them may} have to abandon: their charters and cease functioning as cities. Towns and cities, in their lim- ited ‘sphere, are just as essential ; —even a little more intimately 50} --to the welfare of the people as’ state government.
