Forestal’s proposals for creation of a National Security Council composed of the secretar- ies of State, War and Navy. | “The Navy believes that an overall rather than a piecemeal national security plan should be evolved to remedy not only past), deficiencies, but also to provide for the foreseable future with par- | 4 ticular empha: on the integra tion of all elements of national curity, a central Research Development Agency and aC Advocating a p a tional Security Council with a permanent secretariat as an inte- gral part ot our government, For- restal stipula'ed it should consist of the President as chairman, the secretaries of State and of the Military Departments, and the) chairman of the National Resour ces Board.
