WASHINGTON, June 21.—It is possible to draw on a map part of the answer to the question, “How close is war to American shores?” All you have to do is to take? 1. The Hitler combat: zone. as: revised by, the German govern- ment on March 26, and ‘superim- pose on that— 2. The American defense 1,000 miles from American: shores from Greenland south to Florida, as defined on April 23 by Chair- man F. H. LaGuardia of the Units ed States-Canadian -permanent joint defense board, and then draw on top of that— 3. The steamer lanes between Halifax and Liverpool, over which most of our aid to Brit- ain must travel. When you have done all these things you have a mid-Atlantic trouble spot, where American pa- trols, British convoys, and Ger- man blockaders might meet. Washington’s closest observers of the war scene suggest that when American patrols meet German sub or surface raiders close to Britain convoys, the stage | is set for fireworks. The next question is, Will they go off? If the observers read their his- | tory right, the answer to that question has been left at this stage of the game to Adolf Hitler. Here’s how: During the first World War, President Wilson created an American precedent, backed by a majority of the American public of that day. Before we entered that war, a series of public statements and notes exchanged between the United States, Great Britain and Germany, made it clear that the United States would ultimately fight if the European belligerents Sank American vessels, or vessels on which American citizens were legally traveling. Germany at first respected that position, refrained from sinking American ships. Later she revis- ed her position, flatly announced she'd carry on unrestricted sub- marine warfare against ships she thought were carrying aid to Brit- ain. The United States went to war. Before the present European ‘war broke out, our neutrality law was passed, designed to keep American vessels out of combat zones, it was reasoned we would have no excuse for war if our ships were not sunk, if American lives were not lost. More recently, the Congress and the President amended that | law to provide all aid to Britain | short of war. The bill is known | as. the lend-lease bill. But so far, all aid has gone to Britain in other than American ships. Still more recently, Secretaries | Knox and Hull, American joint} defense chairman LaGuardia, and | Winston Churchill have injected | new meaning into the phrase! “aid short of war”, | Knox of the Navy says we can-! not allow our goods to be sunk in the Atlantic, after specifically | making them for Britain. Hull of the state department says the! safety of the hemisphere requires | resistance to the Axis wherever | Tesistance can be effective.
