Partially from the fact that universal daylight saving would cut power consump- tion, Floridians this year are considering the change more seriously than. before— years that summer time would be a benefit. If it’s done at all, it probably would be by decree of Governor Holland, based on the power saving feature. Actually, since the power saving isn’t an important factor here—at least not from the standpoint of defense—Key West sup- port for the change would have to come from the very good motive that daylight saving would provide citizens of this city more enjoyment during the summer months. At this time of year, the sun rises at about*5:30.a. m., which, since the average worker starts his daily chores at about 8 or 8:30 o’clock, means that from 24% to 3 hours of daylight either is spent in sleep or getting up and out. Sunset now comés at about 7 o’elock, or approximately 2 hours after the average worker has finished’his:job for the day, and usually, is seeking some outdoor re- creation and sunshine. Thus, by setting the time back an hour, the worker would waste an hour less of his morning daylight in sleep or getting up, | with another hour after work to be spent in | daylight before the sun starts down. Individual cities do use daylight sav- ing when the'territory around does not, but it’s a bit confusing when you have to catch a train. Change the time all over the state, and there would be no reason against it. NEW CHIEF JUSTICE The nomination of Associate Justice Harlan F. Stone to be Chief Justice of the United States marks him as the 12th man ‘to be appointed to the nation’s highest judicial office since the foundation of the republic. In fact, only 10 other men have actual- ly served as chief justice, for John Rut- ledge, appointed to that office by President Washington in 1795, was never confirmed by the Senate, because of approaching in- sanity. Chief Justice Stone is 68 years of age and has served as an associate justice of the Supreme Court singe 1925. He is a Republican, but has generally unheld New Deal legislation coming before the court for review. He was dean of the law of Columbia University for 13 years, and was attorney general in the cabinet of President Coolidge before his appointment to the high bench. He is recognized as an able jurist, and his promotion will no doubt be received with general satisfaction.
