What that means no _ public official | seems to know positively. Whether cer- tain things can be. done under the old char: | ter and, if not, can they be done under the. | new city charter, are questions. nobody seems to be able to answer with any élarity, { Further— } Is the old city charter a legal docu- | ment? : Can thie city levy taxes under it? Can the city enter into contracts un- | der it? { Do the bonding provisions of the old or, the new charter prevail? Who is responsible for repair of streets? Who operates the water system? Where do.we go from here? These and similar questions are aris- | ing every day. Proponents of the new city charter are convinced the old: city charter is illegal, They state the secretary of state certified the new city charter, minus, of course, the zeferendum amendment. and they include municipal officials and‘em- ployes, are convinced the old city charter is the legal document. They hold that the new charter without the amendments is null and void. Which. side is right? The least that city council can. do is | start a friendly swit in the courts to de- | termine this question once and for all, An election is coming along. Perhaps our city | officials are aware. of that. Is that why they are stalling a, supreme court show- down, as it is alleged in some quarters? What is to be gained by refusing to go in- tothe courts om the charter question? Any way: the taxpayer looks. at it he feels municipal operations are in: a beauti- ful mess. Muddled ideas regarding the | charters have lead. to muddled, municipal affairs. The taxpayers are stuck in any event, as usual. No matter which side wins the taxpayer is standing: in the. mid- dle with both pockets turned’ inside out. Let’s settle this matter. A NEWSPAPERLESS TOWN: | oe (Wareham.
