Our city officials might want to perpetuate such a tax after ‘the public | works emergency ends. Qne thing seems certain—no federal agency or state-con- trolled body such as Overseas Road and Toll Bridge District would be permitted to | pay a sale tax on commodities and ma- terials bought in Key West. The business Key West enjoys from these sources would go elsewhere. Do the business interests of Key West want to lose this source of in- eome? Other cities in Florida confronted with the need of revenue have considered all these various special taxation proposals and have discarded them. Those cities have turned to the only real source of rev- enue—collection of taxes on property. It is reported Key West has a large volume of uncollected taxes on its books. It is also reported that a great deal of these taxes are collectable. : Why, it is asked, doesn’t-the city of Key West collect these taxes? Other cities do. Our city officials in opposing the new | charter have contended taxes can be col- lected under the present charter. Why | don’t they act to collect such taxes? Why | do they demand special taxes for public | works sponsorship? It seems to The, Citizen this source of | revenue should be thoroughly explored be- | fore any special] taxes are levied. SUBMARINE TRAGEDIES The sinking of the British submarine | Thetis with the loss of 99 lives, following | the disaster which took 26 lives in the American Squalus only nine days before, | brought the number of dead in sunken | submarines on peace time duty in the last 25 years to approximately 1,000 A total of 20 submarines haye been sunk with loss of life in time of peace, .ac- cording to the best records available, of which there were 7 British with 376 dead; 4 American, 120 dead; 3 Japanese, 215 dead; 3 Russian, 155 dead; 2 French, 106 dead, and 1 Italian with 31 dead. American submarines sunk, with the number of dead in parentheses, were the F-4, sunk at Honolulu March 24, 1915, (21) ; the 8-51, sunk off Rhode Island Sep- tember 25, 1925, (83); the §-4, sunk off Provincetown, Mass,, December 17, 1927, (40), and the Squalus, sunk off the New Hampshire coast May 23, 1939, (26). Two of these, the S-51 and the S-4, were sunk in collision with other vessels. The saving of 33 of the 59 men aboard the Squalus, all who were not drowned when the vessel first sank, was one of the greatest rescues of all time, and an almost incredible feat considering that the ship lay in 240 feet of water, How much better off the world would be if the deadly submarines — eae never been invented!
