S. DEFENSES Plans for the defense of the’ United * | States are popping up with such ‘rapidity that the average American. has: difficulty in keeping up yith what is underway. Last week, the Army created the Department of Puerto Rico, emphasizing the importance attached to that island by the strategists of the United States. The new, department will unify the ring of Caribbean islands which guard the Atlantie approach to the Panama Canal and will direct the defense of the Gulf of Mexico and the states along | the Gulf. Inasmuch as Congress has aready. | authorized ‘the Navy to spend more than | $9,000,000 in the development of a naval air and submarine base at San Juan, the action of the Army: takes on additional significance. have great aviation bases, with modern coast defenses, the latest in anti-aircraft artillery, radio and other signal equipment and ‘become a general base of supplies for operation in the Atlantic Ocean. With the fleet in the Pacific Ocean, the United States is taking no chances with its defenses in the East. Plainly, pres- ent plans indicate a belief on the part of responsible officials of this country that simultaneous attacks from Japan, Ger- many and Italy are within the range of possibility in the next two or three de- cades. Incidentally, the reader should under- stand that this does not mean that high officials expect such an attack. It is their business to play safe and to guard against any eventuality. It is not their business to take undue chances or to assume that if the United States-become engaged in war in one ocean, it wil be assured of peace in the other.
