Sooner or later in Florida there would have had to be some kind of wiping of the slate. Flor- ida taxpayers, heavily soaked during boom days, found that they could not make those pay- ments. If made at once, pay- ments in full would have been impossible or ruinous. It would probably take two generations to pay off most of the indebtedness. That was one time when the tax burden was found to be too great. So the Florida Congress promptly passed the Murphy or Mercy Act. It has its bad points. Many tax delinquents, who could have made some. payment, now wipe off everything with a small pittance. Others who have paid greatly now find that money, while necessary to county gov- eruments, might have been saved. This is disproportionate. But it did help the vast majority said to be under the age of 12, 0! county tax payers, though dis-'| proportionately. Weare heart- ened greatly, now, to note that counties are managing their gov- ernmental affairs in some meas- ure.
