Consolidation of County and City Governments, It is easy for people to agree upon solutions to problems that are far from home. General Johnson says business must accept regulation or face extinction, But | it’s tough to have to face both. Sometimes the boss does an employee a good turn by firing him; when he gets a better job, and that has happened. Daily, sober loyalty is also a form of patriotism, but not so much exploited as the rave act of heroism on the field of battle. | Key West will begin to prosper more than ever when ALL of its citizens think of the collective improvement of conditions here. Almost everybody is interested in get- | ting something for nothing, though only a few, the criminally minded, will kill achieve it. to | Upon further investigation, The Citi- zen finds that the Lions club has 100 per cent backing in its advocacy of a city man- | ment to bring this result about. one in official position and our leading civic organizations should initiate a move- Our busi- nessmen, who would stand to profit through the purchase of supplies by an ac- tive navy yard and through the, ex¢péndi- | tures of ‘the naval personnel and civilian employes, are overlooking a’grand ‘oppor- | tunity to help themselves and:thus help the | city. We believe this matter should be re- | garded as Civie Problem No. 1. For the benefit of those who do not remember when the naval station was on | the active list let it be pointed out that | there was a time when the navy payroll for | civilian employes alone ran into the hun- dreds of thousands. The yard employed | more than 200 high-class, highly paid workmen, who lived here and spent their money here. Then, too, there was a large navy personnel of both enlisted men and offieers who likewise spent large sums here. Tf that kind of municipal income isn’t | worth going after, then what is worth | while. We can’t all prosper on the tourist trade alone. We can’t all prosper through the starting of a building program. ITS PITFALLS Editor,, The, Citizen \ More power to The Citizen 4nd the civic bodies that are |seeking to revive: our anti- quated city charter im favor of a more efficient and less politi- cal form of government. But! watch out for the pitfalls! j The following quotation is from a letter just received from | a man who helped reorganize | the government in a city which: is now considered a model of} civic administration. I feel that it sounds a healthy note of warning. H “You cannot bring about re-| form by merely changing the form of your government. If your people don‘t want a decent government neither a manager | type nor any other type will give it to them. It is just as easy to have a rotten government under the city manager plan as under |any other. Our city has an un-, |cause the people demand it. All our charter does for us is to make |of the majority of our people. I feel that you will not get any |change among the voters than } An international highway, connecting | the city manager type of admin- pefienced in civic government. Seattle, Vancouver and Fairbanks, is un- der discussion, with some consideration of the source of funds for the construction of | this highway. In some Canadian quarters the idea is | | advanced that the United States might be | asked to make a loan to assist British ager form of government, with one excep- | tion— the city politicos. would cease under a city manager form of government, Advertising should be purchased by Shenanigans | the merchants of Key West on the same | basis that they buy anything: else. investment of a certain amount .of money should bring a certain amount of results. ‘There is no excuse to spend advertising money in any other way. When assessed a certain amount of taxes and you are dissatisfied with the as- sessment, just send in your check to the city council for the tax you want to pay The | and they will eventually, if not sooner, ac- | of such manager cept the check. Just because things, Key West needs a city form of government. When a woman marries she promises three things, oné of which is “to love until death do us part.” It must have been con- soling to Kidnaper McCall to hear from the lips of his wife the avowal, “1 still love you dearly,” and perhaps these werds wiil re-echo in his memory when the terrifying moment of execution arrives, With the permission of the Miami Herald, the people of Key West will once more make an effort to secure a city man- ager form of government. But we agree with our neighbor that if the city manage- ment plan is abused as it is in Miami, (and we do not think it will be) then the results will be worse than under the present form of city government. Gambling is innate in human nature, so we are willing to take a ~ chance, Columbia in constructing the fourteen hun- dred miles of highway that are to be built in that Prevince. Under proper safeguards and in view of the possible defensive value of such a highway to the United States, the loan might be feasible. Already, according to’ reports, half the mileage of the proposed highWay' has | been constructed, mainly from Stattte and! Vaneouver to Hazélton, B. C. Within ‘the borders of the United States and the Yu-., kon, Alaska, boundaries, there is close to | two thousand miles of the proposed high- way within Canadian territory. Some fi- | naneial assistance is probably necessary if the Providences are to construct their sec- tions of the highway. We hope that means will be found to speed up construction of the proposed highway. Im fact we see no reason why the United States should not extend as- sistance to the Provinces in the form of loans. The same idea, apparently, could be applied to the nations between this country and the Panama Canal. Modern, improved highways, through Mexico and Central America might be valuable ad- juncts to the defenses of the Canal Zone. | Subject to prope? arrangements with Can- ada, the proposed highway might be of great value in regard toe Alaska. Encouragement for those who make a poor showing in their first campaign for public office is seen in the case of Com- missioner J. R. White, of Walker county, Alabama. The first time he was a candi- date he received only 143 votes in the en- tire county ; next time he polled 1,070, and in his last race he was triumphantly elected with a vote of 3,421. But some- times the political wheei spins the other | way. seems likely at present. While istration makes more effective a decent government it also. makes |more effective a rotten and cor- against corruption that is human- rupt government, for with a crooked conymission and a crook- ed manager the situation would be ‘pie’ for the grafters.” allo Pe TIPO P OP POL OL COA PLACE YOUR ORDERS OVER-SEAS SOUVENIR EDITION) TO BE PUBLISHED JULY 2, 1938 Hundreds have been purchased fer mail-away pur- poses.
