He is William H. Jackson, born in Keesville, N. Y., in 1843, who began tak- ing pictures in 1858, shortly after the “tin type” photograph was invented. Much of his early work was done in the West, and his pictures of the Yellowstone country are said to have aided in influencing Con- gress to establish the great Yellowstone national park. Many pictures of that region were made between 1870 and 1879; when’ Jack- son was the official photographer for a party of the United States Geological Sur- vey. Later he made many pictures for the earliest transcontinental railroads, showing the scenic beauty along their routes trrough the Rocky Mountains. His notable collection of some 10,000 early photographs was recently brought to public attention when the negatives were purchased for the Ford museum, along with about 30,000 by other pioneer photographers. Jackson is also a capable painter, and still works in oils and water colors in spite of his age. The highest Court of the United States has been very zealous in protecting the flow of interstate commerce from burdens of any kind that State legislatures have from time to time laid upon it. At times, in our opinion, the great tribunal has almost jumped the fence backward but with the general policy of promoting trade between the States and preventing undue interference with its development the justices have broadened the protection that the Constitution ereeted around inter- state commerce. Now, the situation in New York city is that firms in the city, making a sale, | must pay a two per cent tax while firris, j across the State line, making the same } sale, have nothing to pay.
