While the Congressmen are ironing out the wrinkles in their effort to prevent the United States from ever becoming em- broiled in a foreign war by passing “neu- trality” legislation it might be well to pass along the idea prevalent in many informed heads that no legislation will keep this nation out of a general war. In fact, experienced students of war- fare are very often convinced that, despite everything we can do, this nation will not be able to keep out of a general war. Re- cently, Anne O’Hare McCormick, foreign correspondent, expressing this view said that “our only safe policy is to try to pre- vent war.” While every citizen recognizes the'| desirability of staying out of European | and other foreign wars there are not! surance of attempting to assist the world ; | in the maintenance of peace.
