The record shows that they did these very things; that they violated every confidence, and that they utilized every trick to evade income tax payments on their loot. In days of old, governments jailed debtors and thus deprived them to pay their obligations. It was discovered this was unwise as handicapped by incarcera- tion the debtor certainly could earn no money and both debtor and creditor were the losers. If the government through the Nationa? Recovery Act, with particular reference to the smaller businesses, stran- gles the epportunity to earn, it will at the same time destroy the opportunity to serve, and so both eitizen and government will suffer, FEBRUARY BIRTHDAYS Although it is the shertest month, Feb- ruary perhaps holds the birth anniversaries of more famous Americans than any other. REDUCING JUDICIAL CIRCUITS (Orlando Reporter-Star) People of the state of Florida will be given an opportunity to vote on an amend- ment to the state constitution in the fall election calculated to reduce the number of circuit courts in the state. This amend- ment will undoubtedly carry. For three suceessive legislatures it has been prom- ised. Now that the opportunity is offered, taxpayers will not be slow in registering their approval of an amendment that will save them near $100,000 annually. Re-arrangement of circuits on a basis of not less than 50,000 population to a cir- cuit, will leave some of the nominees of the June primary out in the cold. It may pos- sibly bunch others up in circuits where only one can qualify. To meet this situation, Gov. Sholtz suggests that circuit judges and state’s attorneys be not nominated in June. To this suggestion a good deal of opposition is developing. Under the Florida system, voters are given an opportunity te register their preference of candidates through the pri- mary election. Then the governor may ap- point or refuse to appoint the candidate nominated. He usually appoints the can- didate nominated but is not bound te un- der the law. Possessing the authority with whieh the governor is invested over the judiciary, should serve to prevent any confusion aris- ing out of a change in judiciary boundaries. It would not be necessary for him to inter- fere in cireuits that are undisturbed by re-arrangement, and in the others he would have the same authority of selection of candidatés that he would have to fill the tieket if no names at all were. put in nomi- nation in the June primaries. Particularly is it desirable that courts be kept as free from politics as possible, and }; this is the very purpose of the Florida sys- |° tem of selecting judiciary candidates. If through crooked methods er improper influences, an im- proper candidate is nominated to any of these important offices, the governor may refuse to appoint, This system can be pre- served in the present situation without de- priving the people of the right 'to vote and thereby creating a political situation not to be desired. Only a short time ago the government was doing everything possible to keep people from getting rum. Now the Bureau of Chemistry and Soils is working on ex- periments whereby it is hoped to produce rum from American sugar cane which will be equal to any foreign product. Im nearly every city there are a few men who seem to think that their city needs no Chamber of Commerce and could get along without a newspaper. If they had their way you would have no city. 3. H An apparently well founded re-! port was brought to Key West by a fisherman yesterday who states; he found a spring of clear water bubbling from the ground on a ‘key about 18 miles distant from Key West. If paid for his infor- mation, the fisherman says, he will divulge the place where he found the spring.
