THE ROOSEVELT “CABINET Many are the guesses that are being made these days in regard to the probable personne! of the coming Roosevelt cabinet. There have been irunumerable guesses, including the names of many prominent men, but any of these guesses is perhaps as good as any of the others. The truth is that there is no solid basis for any of the t guesses. Franklin D. Roosevelt has shown that he is not afraid of smashing précedents. The usual rule for making up‘a cabinet has been for the president-elect to select his advisers with a view te giving all paris of the country equal representation. There is every reason to believe that President- elect Roosevelt will not follow this rule. If he finds that it is necessary to name half a dozen department heads from one state in order to secure the best ability available, it is probable that’ he will ‘smash pre- cedents in the public interest. ; There is just one office where he will probably follow precedent... THat is in the appointment of the postmaster general. This is an office where political knowledge is requisite. The campaign managers of former presidents have generally been ap- pointed to this office. Mr. James Farley will probably be the next postmaster ¢en- eral, But this seems the only certain selec- tion.
