Ajtentative program is announced that should prove of great interest to every one who has the inthrest of the state at heart. } The aim of this association is the ultimste and ete annihiliation of the mosquito from this it state of ours. Long ago the mosquito was resognized as a most annoying nuisance, and in it years it has been proven a carrier of dis- Le cook perhaps more so than any other insect ofithe air. It is also a persistent pest that de- tired people of rest when it is most needed ang at some seasons of the year it is annoying fofks all over the United States, especially in close to. bodies of fresh water. * It has been proven by actual demonstration r that the riddance of the mosquito may be success- fully accomplished. They have been driven out ofsmany places and the menace that existed be- Sa of their presence entirely done away with. } Proof that flies, mosquitoes and other insect pefts can be destroyed is convincing in the con- ditions prevalent now in Havana and in the Pana- ma Canal zone. ' Havana, once so filthy as to be alarmingly dangerous to health, is now one of the cleanest cides in the world. . Screens on doors and windows arp unnecessary there, because there are no flies. Efen in places where chickens and animals are sigughtered for the markets of Havana no flies are to be found. Ridding Havana of a certain of mosquito was what completely stopped the frequent epidemic of yellow fever that origi- nated there years ago. But it ‘is easier of acepmplishment in Key West than at any other point in ‘America, perhaps, because there is no fresh water near this city, and it is well known that the mosquito cannot germinate in salt water. Key West» mosquitoes could only come from cisterns not properly screen- ed, old- cans, empty bottles and other receptacles that catch and retain rain water until mosquitoes produce. To utterrly rid Key West of mosquitoes would be an easy and economical, proposition in comparison with the same task in inland towns flanked by miles and miles of fresh water swanp and numerous pools of stagnant water. The Key West Realty Board and other local. organizations are actively interested in the anti- Mosquito movement; so are people throughout the city; and it is expected that Key West will be as largely and enthusiastically represented at, the St. Augustine meeting as any other city in Florida. THE DRY TORTUGAS (Boston Sunday Herald.) AJthough we hear much "of Florida these days we hear little of her notable posséssion the Dry Tortugas. The young might suppose these islands to be-an eanly conquest of Mr. Volstead, though as likely as not the law that bears his name is not more strictly enforced there than on Cape Cod, for the Dry Tortugas are with‘n easy sail of Cuba, They form a group ‘of ten islets appearing like paper dots on the map of Monroe county. Once in forty years or. so they figure in the news, ahd are then forgotten for at least an, other generation. ‘ Fort Jefferson was built upon one of the group in early days, when it was thought to afford some photection against enemies entering the Gulf of Mexico, where lie the Dry "Tortugas. In the civil war period Fort Jefferson ‘was. ai-military penal station, and the group of islands soon began to attract public’ attention. Any. particularly troublesome civilian accused of * ‘disloyalty was apt to be suggested as a candidate. for imprison- ment on the Dry Tortugas. There “up a popu- lar notion that Fort Jefferson was’ a. peculiarly dreadful place of imprisonment. No doubt this |: notion arose partly from a mansion. of the name borne by the island group. As a matter of faet, the horrors of a torrid waterless desert con- jured up by the name did not’prevail at Fort Jef- ferson, andthe islands were and ‘ate “dry”as can be, not being flooded at high tide,.as are some of the Florida Keys. It is true that the western keys have a much smaller rainfall than other parts of Florida, and the Dry Tortugas are a good many miles west of Key West; but there is a sufficient rainfall on the group to keep vegetation going the year round, and prisoners, civil or military, did not lie and sweat with pafched tongues lolling out. Nor are the Dry Tortugas hottér than other places in the same latitude, and indeed they are probobly cooler than corresponding points on the mainland, though they are far below the frost line, and the heat is almost continuous the year round. The average temperature is said to be about the same for December and January as for July arid August. ‘ 3 Dr. Mudd of luckless name suffered an im- prisonment of some years on thé: Dry Tortugas after being convicted of having set John Wilkes Booth’s leg when the assassin was in flight from Washington. It was popularly believed that a conspicuous public man of the civil war period would be sentenced by a military court to impris- onment on the islands. The horrors of the Dry Tortugas were heightened in public imagination by the story that the wide and deep Moat about Fort Jefferson was thickly inhabited by crocodiles eager to nip off the legs of escaping prisoners. It was not revealed upon what these guardians fed when escaping prisoners. were few.
