Chief Niles stated to a Citizen representative this morning that he had received numerous com- plaints about the streets in dif- ferent parts of the city being crowded with youngsters spinning their - tops and interfering with traffic. They linger in the street and endanger their own lives, and are most annoying to ‘motorists. Police officers have been in- structed to arrest all youngsters found spinning tops on the streets and have them arraigned before the juvenile court. Chief Niles says he desires the cdoperation of the parents of the city in putting a stop to this spinning of tops in the streets, a practice that is dan- gerous for the children and very annoying to the public.
