OF THE BOARD County Commissioners Itasca County, Minnesota. Grand Rapids, Minnesota, June 12th, 1912. Pursuant to adjournment the Board of County Commissioners of Itasca Coure ty, Minnesota, met at the Court House in the Village of Grand Rapids, this 12th day of June, 1912, at 10 o'clock A. M. Members present: Commissioners Shell 4man, Nelson, O’Brien and Mullins. A petition was presented for the es- ‘tablishment of a highway beginning at the southeast corner of section 36, Township 68, Range 23, and running morth on range line to the northeast corner of section 1, Township 58, Range 23. Commissioner Mullins moved that the following order be adopted: Order of Hearing and Appointment of Committee for County Road. State of Minnesota, County of Itasca, as. Whereas, On the 12th day of June, 1912, a petition signed by twenty-four freeholders of said county was present- ed to us, praying for the establishment of a highway running into more than one town of said county, and not with- in the limits of any incorporated city, and described as follows: Beginning at the southeast corner of section 36, Township 58, “Range 23, and running thence north on range line to the northeast corner of section 1, of said Township, and the Board of County Commissioners of said county, having determined that in judgment of a ma- |: jority of its members, said petition is reasonable on its face. It Is Hereby Ordered, That a hear- ng be had on said petition at the County Court House in the Village of Grand Rapids in said county, on Wed- nesday, the 3lst day of July, 1912, at 10 o’clock A. O’Brien. members of this board, be, and they hereby are, appointed a committee to examine said proposed route of said road, and that said committee meet upon the route of said road at the point of beginning of said road in said eounty, on Monday, the 29th day otf July, 1912, at 11 o’clock A. Commissioner Mullins moved that Commissioner Sheliman be a committee of one to investigate and make recom: mendations to the Board regarding the care and treatment of county tubercu- losis patients. The motion was seconded by Com- missioner O’Brien and carried by un- animous vote. An adjournment was then taken to 2 o'clock P. M. Pursuant to adjournment the Board again met at 2 o'clock P. M. Members present: Commissioners Nel- son, O’Brien, Mullins and Shellman. ‘Susan Woods appeared before the Board and requested a reduction of as- sessment and taxes upon real estate in the Village of Grand Rapids and the Town of Baisam. After examining the tax lists for said Town and Village, tre members of the Board were of the opinion that the real estate in question was assessed proportionate to other lands in said districts and upon motion of Commissioner O’Brien, seconded by Commissioner Mullins, the application for reduction was rejected by unani- mous vote. Messrs. Sisler, Gilbert and Hughes, in behalf of the Agricultural association, came before the board and asked that the Board take steps toward the erec- tion of a building at the County Fair grounds to be used for township ex- hibits. Commissioner Mullins moved that the county auditor be irstructed to advertise for bids for the furnishing of all labor and material for the erec- tion of such a building in accordance with plans and specifications, also for painting the buildings at the county fair grounds. The motion was second- ed by Commissioner Nelson and carried by unanimous vote. The matter of the application of the International Beom Co., to construct a dam across the Bigfork River in Sec- tion 26, Township 149, Range 27, was then taken under consideration. Certain persons appeared and objected to the granting of said petition, on the grounds that their lands would be damaged by the construction of said dam. A peti- tion in objection to the granting of said petition was also filed with the County Auditor. Commissioner Mullins moved that the hearing in the matter of said petition be continued to the regular meeting of the Board to be held on the 8th day of July, 1912, at 10 o'clock A. M., which motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner Nelson moved that the County Auditor be instructed to adver- tise for bids for the construction of a road beginning at the northeast corner of section 5, Township 56, Range 25, and running thence west on town line one quarter mile. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner O’Brien moved that the County) Auditor be instructed to advertise for bids for the construction of State Road Number One between the villages of Cohasset and Deer River. The motion was seconded by Commissioner Nelson and upon roll call there were two votes in favor of and two against the granting of the motion, The motion was therefore de- clared lost. It being the time set for hearing up- on the petition for the establishment of a highway in the Towns of Arbo and Iron Range, the same was taken un- der consideration. The committee ap- pointed to examine the route of said road filed their report recommending that the petition be granted. There being no objections filed or offered against the granting of said petition and the establishment of said road, hsisara | missioner O’Brien moved the adoption of the following order: Final Order on County Road. Whereas, A petition signed by twenty- four freeholders of said county, pray- ing for the establishment of certain highway in said county, running into more than one town,! and not within the limits of any incorporated city, as hereinafter described, was presented to this Board at its session on the 30th day of April, 1912, and this board hav- ing determined by the judgment of a ‘majority of its members that said petition is reasonable on its face, and having by its order made at said ses- sion, appointed Wednesday, the 12th day of June, 1912, at 1 o'clock A. M., at the County Court House, in the Vil- lage of Grand Rapids, in said county, as the time and place for a hearing up- on said petition, and having by said order appointed a committee of its members to examine said proposed route of said road, and designated Tuesday, the 4th day of June, 1912, at 10 o'clock ‘A. M., to a poimt 300 feet south of the center of the north line of the southwest quarter of said section 31; thence southeast through the northeast quarter of the Southwest quarter to the point of its intersection with the Bovey, Coleraine, Ga@d Rapids road as now laid out and established. Said road to be designated as Coun- ty Road No. 114. And in case of the following lands advantages and benefits said road will Bges sustained by them by reason of th said committee, said board has de- termined from said report and the evidence before them, the amount of the damages sustained by said persons and that said proposed establishment of said road is of sufficient advantage to said county to warrant the paying of the damages assessed by this board, the said board proceeded to assess said dam ages at what is deemed just and right to each land owner, taking into ac- count the advantages and benefits of said establishment of said highway as well as the disadvantages and damages. A petition was presented requesting | the Board to make certain improvements, upon the road leading to Deer and Moose Lakes. Upon motion the mem~ bers of the Board as a whole were ap~ pointed a committee to examine said road. Said committee also to examine the Voigt Road at Deer Lake. Assistant Engineer John A. Brown made report upon bids received for the construction of roads at the last meeting, which bids were continued to this meeting for further consideration. ‘After considerable discussion of the matter of said bids, Commissioner Nel- son moved that all bids be continued to Commissioner Mullins moved that the sum of $150 be appropriated to the Town of Feeley to be expended in the improvement of the Feeley-Bovey Road ‘The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote. Commissioner Nelson moved that the the sum of $150 be appropriated from the County Road and Bridge fund to be expended under the direction of Peter Oslund in the improvement of ‘the Bena-Northome Road in the Town of 148, Range 27. The said ap- propriation being made upon the con- dition that a release of damages be fur- nished to the County for a portion of said road, which runs off the section line. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Chairman Shellman requested Vice- Chairman Nelson to take the chair ‘and moved that all road petitions hereafter filed at any meeting of the Board, be considered at the next meet- ing following. The motion was sée- onded by Commissioner O’Brien and carried by unanimous vote. ‘Commissioner Nelson moved that a committee be appointed to examine the work done by Wm. Smith under his contract upon county road number 2 The motion was seconded by Commis- sioner O’Brien and carried by unani- «mous vote. Commissioners O’Brien, Shellman and King were appointed as such committee. The said committee was also instructed to examine the route for a road petitioned for and described as follows: Beginning at the northwest corner of section 29, Township 62, Range 25, and running thence south and west to connect with the Kinney trail road near the south quarter post of sections | 36, Township 61, Range 26. Commissioner Nelson moved that a committee be appointed to examine the work done by Mitchell & Volke under their contract upon the road on the range line between the townships of Grand Rapids and Trout Lake. The mo- tion was seconded by Commissioner Mul lins and carried by unanimous vote. Commissioners Mullins, Nelson and Shellman were appointed as such com- mittee. The following communication the County Attorney was read: from Office of County Attorney, Grand Rapids, Minn. Board of Commissioners, Itasca County, Minnesota. Gentlemen:— At the present time, I am _ con- ducting an investigation in the mat- ter of charges made against the present officers of School District No. 1, by the Grand Rapids Examiner in the issue of May 24, 1912, a copy of which is hereun to attached. If the above charges are to be proved in the courte in any criminal proceedings, the books, records and correspondence of the board will be a most important part of the case. If the charges are untrue, the public is entitled to know it. In order to get the matter in shape, either for trial or for’ giving the public any reliable information in regard to the charges, the services of an ac- countant will be required. The county attorney’s office should be provided with ‘a statement, showing in detail, the receipts and disbursements of the poard during the incumbency of the present members, and a statement of the result of the investigation of the accountant, as to the fact of payment to the various claimants.. County Attorney. After some discussion of the matter ‘Commissioner O'Brien moved that Marwick-Mitchell & Company, ghartered accountants be employed to make an examination, audit and report upon the records, books and accounts of School District No. One ef Itasca County, Min- nesota. The motion was seconded by Commissioner Mullins and upon roll call was carried by the following vote: Yea: Commissioners Muilins, O’Brien and Shellman. Nay: Commissioner Nelson. A communication from the county attorney in regard to the burning of slashings upon county roads was read and filed. \ All other matters on file and pend- ing before the Board were continued to next meeting.
