A regular meeting of the Village Council of the Village of Grand Rap- ids, Itasca county, Minn., was held at the Council chambers in the vil- lage hall in said Village this 13th day of November, 1911, at 8 o'clock, p.m Present: Pres'dent Bossard, Trus- tees Arscott and Russell, and Re- corder Sherman, The minutes of the last meeting were read and approved. Petitions were presented as fol- lows: From Margaret Wright asking for an abatement of a sidewalk tax levied and assessed in 1904 against lots 11 to 15, block 73, Kearney’s addition, the original tax being $104.00, and petitioner asking that it be reduced to $60.00. From the trustees of the Methodist church asking that the penalties, interest and costs accrued on the original sewer assessment against Lots 1, 2 and 3, block 29, First division, be abated and the trustees offered to pay the amount of the original as- sessments. Also from the Trustees of the Methodist church asking that the Council recommend that the tax levied against Lots 9 and 10, Block 15, First division, for the years 1907 and 1910 be entirely abated on, the ground that the said property was urch property and should not be Taxed. Upon motion duly seconded and carried the said. matters were Tre- ferred to the village attorney who was instructed to file written opinion to the legality, of the council taking action on said petitions, and the attorney was also instructed to have his opinion cover all matters as to the taxation of other like church properties. D. 1909, for the purpose of hearing testimony and ascertaining bene- fits to property by reason of the construction of a sewer on Third street, was duly held at the Coun cil chambers in said Village of Grand Rapids, on the 18th day of October, A. D. 1909, by the Village Council of said Village, was not fully done and completed within the time and in the manner prescribed by said resolution, and, “Whereas, by resolution adopted j on the 30th day of June, 1911, the village council did order the side- walk to be fully completed and the work done and the entire expense thereof to be paid out of the General Revenue Funds of the said Village, and, “Wheeas, the said sidewalk was by said Village Council under said reso- lution adopted on the 9th day of August, A. D., 1909, as aforesaid, duly completed and approved on the 14th day of August, A. D. 1911, be it therefore, “Resolved, that at the Counch ehamber, in the Village hall, in the Village of Grand Rapids, Coun- ty of Itasca and State of Minnesota, on Monday, the 4th day of December, A. OFFICIAL ‘PROCEEDINGS School Board OF DISTRICT NO. Itasca County, Minnesota Grand Rapids, Minn., Noy. 15, 1911. Pursuant to adjournment the County Board of Itasca county met at the coun- ty court house in the Village of Grand Rapids this 15th day of November, 1911, at 10 o'clock a. m. Members present: Commissioners O’- Brien, Nelson, King and Mullins. The application of the Board of Super- visors of the town of Wirt, asking for appropriation of $500 from the County Road and Bridge fund was read. Commissioner King moved the adoption of the following resolution: Resolved that the sum of $500 be and the same is hereby appropriated from the County road and Bridge fund to the Town of Wirt to aid said Town in the repair and construction of roads and bridges. The motion to adopt the reso- lution was seconded by Commissioner. O° Brien and carried by unanimous vote. It being the time set for hearing upon the petition for the establishment of a highway on the line between the Towns of Grand Rapids and Arbo, the same was then taken under consideration. The hall, in the Village of Grand Rapids, County of Itasca and State of Min- nesota, on Monday, the 4th day of December, A. D. 1911, at 8 o'clock in the evening of the said day, the Village Council of said Village of Grand Rapids will hear testimony of all persons interested or affected and ascertain the amount of bene- fits to property fronting said side- walk on Kindred avenue from Fifth to Sixth streets as aforesaid, and, “Further, that this resolution shall be duly served on or before the 18th day of November, A. D. 1911, upon the owners of all lots, parts of lots and parcels of ground fronting the said Kindred avenue from Fifth to Sixth streets where said sidewalk has been constructed, as aforesaid, and whose names duly appear with their respective holdings in the said resolution adopted the 12th day of June, 1911, by the Village Council of the said Village of Grand Rapids, said service to be made in accord- ance with the Statutes in such case made and provided.” Trustee Russell seconded the mo- tion to adopt the resolution, and upon a roll call the motion was carried, and President Bossard de- clared the resolution duly adopted. The following bills were presented, allowed and warrants were ordered committee appointed to examine the route of said road filed a report in which they recommended that the pray- er of the petitioners be granted. Com- missioner King moved thet the report of. the committee be approved, that the Prayer of the petitioners be granted, that said highway be ordered established in accordance with the committee’s re- port and that the advantages and bene- fits to each description of land over which said road passes be and are hereby assessed equal to the damages sustained; further that said highway be known and designated as County Road No; 109. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. ‘An adjournment was taken to o'clock p.m. Pursuant to adjournment the. Board again met at one o'clock p. m. Members present: Commissioners Mul- lins, O’Brien, King and Nelson. Upon motion of Commissioner O’Brien seconded by Commissioner King the minutes of the meeting ‘of September 21, 22 and October 14, 1911, were approved by unanimous vote. one Commissioner King moved that the sum of $25 be appropriated from the County Revenue fund to the Itasca County Agricultural Association. Said amount to be expended for the purpose of assisting in defraying the expense of bringing the exhibit from the Town of Ardenhurst to the Itasca County fair, held in September 1911, and that the County Auditor be authorized and in- structed to issue his warrant in favor of the Secretary of: said Association for the amount of such appropriation. The motion was seconded by Commissioner O’Brien and carried by unanimous. yote. Commissioner King moved that a com- mittee of three be appointed to go with | Hibbing branch of the Great Northern | A. Clairmont, man and team Mis- the Assistant State Engineer to inspect the. work done on County Road No. 91 under the Abe Palon contract. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioners King, O’Brien and Mul- lins were appointed as such committee. Commissioners Nelson, O’Brien and Mullins were appointed to examine the work done by O. L. Sherman upon coun- ty road No. 79, in Section 36 of the Town of Trout Lake. Commissioners O’Brien and Nelson were appointed a committee to examine the work done under the direction of C. V. Smith upon the old Prairie River | road in Township 59, Range 24. The following bonds were presented to the Board for approval. Bond of A. A. Mitchell & Co. in the ; Sum of $5,000.00, with the Equitable Sur- ety Company as surety, in connection with their contract for the construction of Couny Road No. 101. Bond of Carl Magnuson in connection with his contract for the construction of the Orth Road in the sum of $1,065, with J. P. Johnson and Wm. Hoolihan as sureties. The bond of E. R. Browne in the sum of $361 with Fred A. King and E. A. Kremer as sureties, in connection with his contract for putting tar and gravel roofing on the deck roof of the County court house, The bond of E. R. Browne with Fred A. King and E. A. Kremer as sureties in the sum of $500, in connection with his contract for taking off all old shing- les from the court house roof and re- Placing the same with asbestos shing- les. Bond of E. R. Browne in the sum of $490 with Fred A, King and E. A. Kremer as sureties in connection with his contract for replacing cornice, gut- ters and valleys on the court house roof. The bond of Ole Mangseth in the sum of $2,350 with the Title Guarantee and Surety Company as surety in con- nection with his painting contract. Commissioner O’Brien moved that all of said bonds be approved, the motion was seconded by Commissioner Nelson and carried by unanimous vote. Commissioner King moved that a com- mittee be appointed to examine the work done by J. A. Van Pattee upon the Vermilion road. The motion was sec- onded and carried. Commissioners 0’- Brien, King and Nelson were appointed as such committee. An adjournment was then taken to 10 o'clock a. m. November 16th, 1911. Pursuant to adjounment the Board again met the 16th day of November at 10 o’clock a. m. Members present: Commissioners Mul- lins and O'Brien. Three being no quorum present an ad- journment was taken to one o'clock p. m. Puruant to adjournment the again met at one o'clock p. m. Members present: Commissioners Mul- lins, O’Brien and Nelson. The following bids were received for certain material and labor for improve- ments upon the County Court Housa in accordance with plans and specifica tions prepared by D. V. Case & Broom- hall,, architects. For steel ceiling for court room, Range Cornice and Roofing Hibbing for $265. Bid of E. R. Browne of Grand Rapids Minnesota, for the sum of $272 For furnishing chairs for Commission- er’s room ‘and jury box, Geo. F. Kremer, jury chairs for $8.75, $12.50 or $27.00 each, and assembly chairs for Commis- | sioner’s room for $2.75 each. F. E. Reusswig, jury chairs for $12.00 each, Commissioner’s chairs $12.00 each and assembly chairs for $2.50 each. For carpenter work for constructing new jury stand, railing in Commission- er’s room, removing partition in old | commissioner's room and certain other repair work, bid in by Len Hofer to} furnish all labor and material for the sum of $650.00. | After considering the bids for ceiling, Commissioner that the bid of E. R. Browne be ac- cepted. The motion was seconded by } Commissioner Nelson and carried by unanimous vote. Upon motion of Commissioner O'Brien seconded by Commissioner Nelson, the bid of Geo. F. Kremer to furnish 12 leather-seated jury chairs as described in said bid for the sum of $12.50 each | was accepted, and the bid of F. E. Reus | wig to furnish 6 oak chairs upholstered in leather as described in said bid for Board the Company of steel | O’Brien moved the sum of $12.00 each and 20 oak assembly chairs as described in said bid for $2.50 each was accepted. After considering the matter of the carpenter work the Board determined that it would be advisable to let the contract for the new work only and that the repair work should be done by day labor. Len Hofer was present and agreed to change his bid to provide for the new work only as shown by the plans ano specifications, for the sum of $475 for all labor and material, which bid was accepted upon motion of Com- missioner Nelson, seconded by Commis- sioner O'Brien. Upon motion of Commissioner O’Brien seconded by Commissioner Nelson, Mel- vin Rosholt was awraded the job of haul ing sand upon county road No. 52 which said road crosses the big swamp in | town of Feeley for the sum of 50c per yard. A petition was presented requesting the Board to grant a re-hearing in the matter of the petition for the organiza- tion of School District No. 3 being com- | posed of Township 150, Range 29, which Petition was granted by the County ; Board at a meeting held on the 14th day of October, 1911. Commissioner O’- | Brien moved that said petition be grant- ed and that a re-hearing be ordered and that the date for such re-hearing be fixed as the 6th day of December, 1911, at 10 o’clock a. m..and that the County Auditor cause the proper notice of such re-hearing to be published, posted and served as provided by law.
