OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS ITASCA COUNTY, MINN Grand Rapids, Minn., Pursuant to call a meeting of the Board of County Commissioners of Itasca County, Minnesota, was held at the County Court House in the Village of Grand Rapids, this 14th day of Octo- ber, 1911. “ Members present: Commissioners Mul- lins, Shellman, Nelson and O’Brien. A committee of the Itasca County Agricultural association came before the Board and requested that the+Board appropriate from the County Revenye Fund a sum sufficient to cover the amount of the expenses incurred in erecting certain buildings and making other permanent improvements upon the County Fair grounds. The amount shown to be outstanding and ynpaid on account of said improve- ments was $332.24. Commissioner O’- Brien moved that the sum of $332.24 be appropriated from the County Revenue Fund for the purpose of paying for the said buildings and improvements. The motion was seconded by Commissioner Nelson and carried by unanimous vote. The report of the State Engineer up- on the construction of Judicial Ditch No. One of Aitkin, Itasca and St. Louis counties, together with the said Engin- eer’s certificate of expenses of the job of constructing said Ditch were presented and filed with the coynty auditor. The matter was temporarily laid over and referred to the County Attorney. 4n adjournment was then taken to %* § o’ciock p. m. Pursuant to adjournment the Board} again met at 1:15 o’clock p. m. All members present. The County Surveyor was instructed to make a survey for a road beginning in section 24, Township 54, Range 25 and running thence south to Cow Horn Lake. Commissioner O'Brien moved that the Assistant State Engineer be requested to make an examination of Coynty road Oct. 14, 1911, number 90 relative to a certain drain- age ditch necessary upon said road. | The motion was seconded by Commis- sioner Nelson and carried by unanimous vote The bids terin,g etc., Were opened and read. for the painting and plas- of the county court house The bids were as follows: For painting: Westin and Sherburne.. .. ..$ 0 O. The bids for the construction of coun- ty road number 101 were received as follows: Wm. Hulbert. . « $8,727.60 A. A. Mitchell and Henry Voike, clear- ing rubbing and burning, $20 per acre, grading $1.65 per rod, ditching 23 cents per cybic yard, graveling 65 cents per cubic yard, except that portion in the Big Swamp in part “C”, and for that portion in Big Swamp in part “C’’ 75 cents per cubie yard, filling 30 cents per cubic yard. Culverts $20 each. A pile bridga $350. John McDonald and John Irwin, ditching only, 18 cents per yard. All the foregoing bids were tempor- arily laid over for further consideration. The committee appointed to examine the Feeley-Bovey road at Ole Hanson's place, requested that the matter be laid over to the next meeting and upon motion same was laid over. Commissioner King moved that the sum of $300 be appropriated from the County Road and Bridge fund to the Towm of Sago to aid said Town in the Town in the repair and construction of roads and bridges. The motion was seconded by Commissioner Shellman and carried by unanimous vote. Commissioner O’Brien moved that a committee of three be appointed to let the job for a certain drainage ditch up- on county road nymber 79. The mo- tion was seconded by Commissioner Nel- son and carried by unanimous ' vote. Commissioners Nelson, O'Brien and Mullins were appointed as such commit- tee. Commissioner Nelson moved that sum of $100 be appropriated from the County Road and Bridge fund to be expended under the direction of Com- missioner O’Brien in the repair of County Road number 60 in Township 55, Range 27. The motion was sec- onded by Commissioner Shellman and carried by unanimous vote. Commissioner King moved that Assist- ant State Engineer.be requested to survey and lay out a certain drainage ditch up- on county road 92 in township 56, range 27 and that he be authorized to let the fob for the construction of said ditch provided that the amount to be expend- ed shall not exceed the sum of $60. The motion was seconded by Commis- sioner Nelson and carried by unanimous vote. A committee of the members of the Grand Rapids Commercial Club came before the board and -requested the adoption of a resolution recommending the royte for a certain trunk road north and south through the county to be built and improved as a state rural highway, under Chapter 254 of the General laws of 1911, In behalf of the Grand Rapids Commercial Club the matter was presented by E. C. Kiley af- ter which C. M. King offered the fol- lowing resolution and moved its adop- tion: Resolved that we, the County Board of Itasca county, Minnesota, in regular session convened, do hereby rat- ify and approve the designation of the certain highway hereinafter described, to be byilt and improved as a State Rural highway, under the provisions of for the GRAND RAPIDS HERALD-REVIEW ‘WEDNESDAY, OCTOBER 25, 1911. 354, General Laws of 1911; the said road being the same as recommended by the Good Roads conference of the Northern Minnesota Development asso- ciation, held at Cambridge, Minnesota, Oct. 5, 1911. Said Road described as follows: Commencing on the south line of Itasca County, between Townships num- bgred 52 and 53, range number 26, in section 35, thence following county road to Grand Rapids, thence following coun- ty road which runs in a north and easterly direction through the Villages of Coleraine, Bovey, and Taconite and through the Township of Balsam to Release post office in said township, thence north on county road through township number 60, range No. 23, to township line, thence east about one mile on town line between townships numbered 60 and 61 range, range num- bered 23, thence north and east on county road through township number 61 range numbered 23 to the town line between townships numbered 61 and 62 range numbered 23, in section number 2, thence north along County road through township numbered 62 range numbered 23 to the north line of Itasca county. It is not the intention herein, to abso- lutely fix the line of this road where same -is now actually built, but rather to describe same as accurately as is Possible with the information now at hand. Commissioner Sheliman requested that the matter be held over in order to give the citizens of the eastern part of the county an opportunity to be heard in the matter and further re- quested that if the matter is to be disposed of at this time that the reso- lution be amended so as to provide for a road north and south through the county but without fixing or describing | the route of said road. There was con- siderable discussion of the matter af- ter which the motion to adopt the resolution was seconded by Commission er O’Brien and upon roll call was car- ried the vote being as follows: Yea: Commissioners Mullins, Brien, King and Nelson. Not Voting: Commissioner Shellman. Commissioner King moved the adop- tion of the following resolution: Re- solved, that we, the County Board of Itasca county, Minnesota, in regular ses- sion convened, do hereby ratify and approve the designation of the certain highway hereinafter described, to be byilt and improved as a State Rural highway, under the provisions of the Elwell law, the same being chapter 254, | oO’- General Laws of 1911, the said road being the same as recommended by the Good Roads conference of the Northern Minnesota Development asso- ciation, held at Bemidji, Minnesota. Said road described as follows: Commencing at the northwest ‘corner of section 36, town 145, range 25, thence north on section line between 25 and 26, 23 24, 18 and 14, 11 and 12, 1, 2, clos- ing at the northeast corner of section 2 on the town line between town 145 | and 146, range 25, thence north to town 146, range 25 between section 25 and (6, 23 and 24, 13 and 14, 11 and 12, 1 and 2 to the northeast corner of sec- tion 22 on the town line between towns 146 and 147 thence north on the section line between sections 35 and 36, 25 and 23 and 24, 13 and 14 to the north- west corner of section 13 town 147 range 25 thence east one mile between sections 12 and 13, 147-25 to the range line between town 55-27 and town 147- 25 thence north along the range line to the northeast corner of section 36 of town 148, range 25, thence west 1-4 of a mile thence north through the east one-half of section 25-24 and 13 to the center of the east one-half of section 12 thence east 1-4 of a mile to the range line intersecting 1-4 post on the east side of section 13 town 148, range 25, thence north along the range line between town 60 range 27 and town 148 range 25 to the northeast cor- ner of section 1 town 148 range 25, thence north along the range line be- twen towns 60-61 range 27 town 149 range 25 to the northeast corner of section 1 town 149 range 25 thence north along the range line between towns 61-62 range 27 to the northeast corner of section 1 town 150 range 25, thence north along the range line on the west side towns 62 range 27 to the northeast corner of a fractional town 62 range 27. The motion for the adoption of said resolution was seconded by Commission- er O’Brien and upon roll call was car- ried by the following vote. Yea: Com- missioners Mullins, O’Brien, King and Nelson. N. right of way then in a northwesterly direction to the center of the northeast quarter of the northeast quarter, section 9, town 54, range 23, thence north 3-4 of a mile, thence west 80 rods thence north 1-2 mile, thence west along the town line between 54 and 55 thence north and west along to Great Northern right of way to Gunn station, thence crossing the track and running due west to the center of section 26 town 55, range 25, thence north and west crossing the Prairie River, thence north and west following the Great Northern right of | way on the north side to and through Grand Rapidse Thence north and west parallel to the Great Northern right of way to Cohasset town 55, range 26, thence west through the north one- half of section 10, 9 and 8 to the 1-8 post in the center of the north one-half of section 8, town 55, range 26, thence north along the 1-4 line to the Great Northern right of way town 56, range 26, thence parallel to said railroad on the south side to the township line between townships 56-26 and township 56 range 27, thence north on a range line two miles between 26 and 27 thence north and west across range 27 to the 1-4 post on the west side of section 25 township 144 and township 145 range 25, thence south to the village of Deer River thence in a westerly direction parallel to the G. N. R. R. on the west side to a point where the G. N. R. R. crosses the Mississippi river in section 34 town 145 range 26 from there to connect with the State road of Cass county. The motion for adoption of said reso- lution was seconded by Commissioner O'Brien and upon roll call was carried by unanimous vote. Commissioner King moved the adop- tion of the following resolution: Be it resolved by the Board of Coun- ty Commissioners of Itasca county Min- nesota, that the road hereinafter de- scribed towit: Beginning at a point in section thirty- five (35) town one hundred and forty- five (145) of range twenty-five (25), where the old Winnepeg right of way intersects the public highway running from Deer River to Dumas, and run- ning thence north 66 degrees and 20 minutes west magnetic variation, a distance of four (4) miles over and across sections 26-27-28-21-20-19 and 18 in said township; thence northwest on the same straight line a distance of 3.84 miles running over and across sec- tions 13-12-11-10 in township 145 R. 26, thence north 67 degrees west a distance of .51 miles running over and across section three (3) in said township; thence northwest at an angle of five (5) degrees to the right of the preceeding tangent a distance of 1.23 miles touch- ing sections three and four; thence northwest at an angle of 5 degrees and 15 minutes to the right of the preced- ing tangent a distance of .58 miles touch ing sections 5 and 32; thence north- west at an angle of 10 degrees and 45 minutes to the right of the preced- ing tangent a distance of 574 feet .18 touching sections 32 T. 146, R. 26; thence northwest at an angle of 12 degrees and 3 minutes to the right of the preceding tangent magnetic vari- ation north 37 degrees west a distance of 2.1 miles touching sections 32-29 and 30 to the northeast corner of the south- east quarter of section thirty in said township; thence west to the center of said section thirty; thence north to a point at the intersection of the quarter line and the Bena-Northome road, and to be connected with other roads as follows; Northome and Bena road and terminating at the Bena-Northome road and to be four rods in width, in said county of Itasca, be and the same is hereby designated a state road for the purposes of having the same con- structed and improved in accordance with the provisions of law. Commissioner Shellman moved the adoption of the following resolution. Whereas, A petition signed and duly acknowledged by a majority of the freeholders who are entitled to vote at school meetings in their respective districts, residing within the territory of the proposed new school district, asking for the formation of a new school dis- lowing resolution and moved its adoP-\ trict which shall embrace the territory tion. Resolved, that we, the County Board of Itasca county, Minnesota, in regular session convened, do hereby ratify and approve the designation of the certain highway hereinaftr described, to be built and improved as a State Rural Highway, under the provisions of the Elwell Law, ‘the same being chapter 254, General Laws of 1911; the said road being the same as recommended by the Good Roads conference of the Northern Minnesota Development asso- ciation, held at Bemidji, Minnesota. It being the time set for hearing up- | the same was then taken under consid- ; of the school districts to be affected by said petition ten days prior. to the day of such hearing, and by mailing to the Clerk of each of said school dis- tricts so affected thereby a true copy of such notice, at least ten days be- fore the time appointed for such hear- ing, and by the publication of said no- tice for two weeks in the legal news- paper printed and published in said Itasca county, to-wit; the Grand Rap- ids Herald Review, which said news- paper last mentioned is printed and pub- lished in said county, and was duly de- signated by said county board for the publishing of the same; and due proofs of the posting and service and publica- tion of said notice of hearing having been made and filed, by the affidavit of T. T. Riley who posted said notice, and by the certificate of the County Audi- tor of said county, who served the said notice upon each of the clerks of said districts affected thereby, and by af- fidavit of the publisher of said new: paper in which the same was so pub- lished, respectively; And Whereas, at the session of said County Board commencing on said 14th day of October A. D. 1911, said petition was publicly read and considered, and arguments of all persons interested therein for and against the organization ot said proposed new district duly heard and considered. It Is Hereby Ordered and Determin- ed, that said petition be granted and the following described territory, to-wit: All of congressional township 150, range 29, be and the same is hereby organiz- ed and constituted a school district, and shall be hereafter designated and known as Common School District No. three (3) of the County of Itasca, State of Minnesota. And It Is Further Ordered and De- termined, that the 4th day of November A. D. 1911, at 2 o’clock in the after- noon at the school house located upon the townsite of Dexterville in said district be and the same is hereby fix- ed as the time and place, when and where, the first meeting of the electors of said district who are qualified to vote at school meetings, will be held to organize said district, and that the County Auditor cause ten days posted notice to be given of the time and place of such meeting as required by law. The County Auditor will mail to the clerks of each of the districts af- fected by this order a true copy here- of. By order of the County Board of Itasca county, Minnesota.
