A regular meeting of the board of supervisors of the town of Grand Rapids was held at the town hall in the village of Grand Rap- ids, this first day of June 1911 at 8 je’clock p. m. Present: Chairman Nisbett, Supervis- ors Hoolihan and Zeininger and Clerk McMahon. The minutes of the last meeting were read and approved. Supervisor Hoolihan introduced the following resolution, and moved its adoption, viz: Whereas, on May 31, 1911, the chair- man and clerk of the board did issue to the J. I. Case company orders No. 1050 for $900.00 due December 1, 1911; No. 1051 for $900.00 due December 1, 1912; and No. 1052 for $950.00 due December i, 1913; said orders being issued with the full knowledge and consent of the whole of the members of the board, in payment of certain road machinery pur- chased from the Case company, by the township of Grand Rapids; Now, therefore, be it, and it hereby is resolved, that the action of said chair- man and clerk in issuing and delivering said orders be ratified and confirmed, and said orders are hereby declared to be valid obligations of the township of Grand Rapids. Supervisor Zeininger seconded the mo- tion to adopt the resolution and upon a vote being had, Supervisors Hoolihan, Nisbett and Zeininger voted in the af- firmative, and Chairman Nisbett de- clared the resolution duly adopted. A petition was presented praying for the establishment of a certain road and public highway three rods wide, com. mencing at the northeast corner of lot 5, section 26, township 55, range 25, and running thence south on sixteenth line on east side of lots 5 and 6 of sec. tion 26 and lots 1 and 2 of section 35 to the point where said sixteenth line intersects the shore of the Mississippi river; said road to extend one and one- half rods on each side of the center of said road, as described above, and the township engineer having made a sur- vey thereof, and in his report describ- ed said road as commencing at the 1-8 No. 8 of section 26, township 35, range thence south on 1-8 line a distance of 2,609.8 feet to 1-8 east of sections 26 and 25, thence south 10 minutes west from preceding line a distance of 3,264 feet to the north bank of the Missis- sippi river, and there terminating. Up- on motion of Supervisor Hoolihan, sec- onded by Supervisor Nisbett and duly carried, the board as a whole were des. ignated as a committee to meet on the 27th day of June, 1911, at two o'clock, p. m., at the commencement point of said road to act upon said petition, and the clerk was instructed to cause due and proper notice thereof to be issued and served according to law. Proceedings of the Board of Review, 1911 Pursuant to law, the board of super- visors of the township of Grand Rap- ids, Itasca county, Minnesota, togeth- er with Town Clerk McMahon and Town Assessor Milaney, met at the town 1 in the village of Grand Rap- ids in said town of Grand Rapids, on Monda: the 26th day of June, 1911, at 10 o'clock, a. m. Present: Supervisors Hoolihan and Nisbett, Town Clerk McMahon and Town Assessor Milaney. The board proceeded to organize by electing Will Nisbett, chairman and Jos. H. McMahon, clerk. The assessment of real property was taken up, thoroughly examined and passed. The meeting then adjourned until two o'clock, Pp. m. At 2 o'clock the board reassembled with the same members present. The assessments of personal property in the village of Grand Rapids was then taken up and examined. It appearing that two cows, located at the Experimental farm, and owned by W. C. Gilbert, had not been listed notice of the listing and valuation there- on was ordered sent to W. C. Gilbert, who was notified to appear at 10 o’clock, a. m., on June 27, 1911, to show cause why his assessment should not be rais- ed $40 on account of said cows. The meeting was then adjourned un- til 10 o’clock a. m., Tuesday, June 27, 1911. Second Day. Pursuant to adjournment the board reassembled on the 27th day of June, 1911, at 10 o’clock, a. m. thoroughbred cows, owned by said Gil- bert and not returned on the asse: ment rolls, and said Gilbert failing, to appear before the board, and no objec. tions or remonstrances being offered, against the assessment as proposed, upon motion duly seconded and carried the assessment of W. C. Glibert was raised $40.00. The review of the assessment of per- sonal property in the village of Grand Rapids was continued. At 12 o’clock the meeting was ad- journed to 10 o’clock, a. m., on Wed- nesday, June 28, 1911. Third Day. Pursuant to adjournment the board reassembled this 28th day of June, 1911, at 10 o’cfock, a. m. Assessor Milaney presented an appli- cation of Wm. Dibbert, asking that the assessor make recommendation as to the correcting of the valuation placed upon the west 45 feet of the west 93 feet, of lots 7 to 12, block 16, original plat of Grand Rapids. the valuation placed by the board of review in 1910 on said land being raised from $400 to $760.00. Upon motion duly seconded and car- ried, the board requested Assessor Mi- laney to recommend to the county board that the assessment be corrected and that a valuation of $550 be placed upon said parcel of land. Wm. Dibbert, being present, called at- tention to the erroneous valuation plac- ed upon the lands of Dibbert & Costel- lo and Mohr & Dibbert, in block 16, Grand Rapids original, and the board found at the session of the board in 1910 that the valuation of the east 48 feet of the west 93 feet of lots seven to twelve, block 16, plat of Grand Rap- ids, had been raised from $890 to $1,- 100, and that the valuation upon the east 50 feet of lots 7 to 12, block 16, plat of Grand Rapids, had been raised from $1,040 to $1,615. After discussion of the matter and a comparison of the assessments placed upon property of like values in the or- iginal plat, the board directed that the assessor be requested to recommend to the county board of Itasca county that the assessment upon the east 48 feet of the west 93 feet of lots 7 to 12, block 16, original plat of Grand Rapids, be reduced from $1,100 to $950 and the valuation placed upon the east 60 feet of lots 7 to 12, block 16, original plat of Grand Rapids, be reduced from $1,615 to! $1,415. The board then reviewed the assess- ment of the personal and credits prop- erty in the villages of Grand Rapids and LaPrairie and the township of Grand Rapids. It being found that there had been no assessment made of boats and yachts owned by the residents of the village ef Grand Rapids, and located in the town of Bass Brook, it was decided to call the attention of the county auditor to such facts to the end that due and proper assessments of the same could be made. The board having completed all the reviews of the assessment. roll, Super- visor Hoolihan presented the following resolution) and moved its adoption: Resolved, That the assessment made by the assessor of the town of Grand Rapids upon credits, personal and real property within the limits of the town- ship of Grand Rapids with the one cor- rection of the personal property assess- ment of W. C. Gilbert, which was raised $40, be and the whole thereof is hereby ratified, confirmed and passed; Further, that Assessor Milaney be complimented upon the efficiency of his labors. Chairman Nisbett seconded the motion to adopt the resolution, which upon a vote was declared adopted and was so declared by the chairman. The meeting then adjourned sine die. WILL NISBETT, Chairman. Pursuant to adjournment, a meeting of the board of supervisors of the town of Grand Rapids was held in the town hall, in said town, this 27th day of June, 1911, at 3 o’clock, p. m. Present: Chairman Nisbett and Super- visor Hoolihan and Town Clerk McMa- hon. The reading of the minutes of meeting was dispensed with. Reed for team work on Splithand and Cohasset roads in the sum of $107.60 was presented, allowed and a warrant for same was ordered issued on the bonds and interest fund. Chairman Nisbett and Clerk McMahon, having wtih the full knowledge and con- sent of the indivdiual members of the board, issued a warrant to Glen Strad- er in the sum of $8.05 for taxes upon Splithand road gravel pit and it being an obligation which the township had agreed to assume, the act of paying said taxes during a recess of the board was confirmed by ‘a unanimous vote. Supervisors Hoolihan and Nisbett made report upon the matter of laying out and establishment of a road in the southeast part of: the town, as follows: To the Honorable Town Board of the Jast Town of Grand Rapids, Minnesota, Greeting. z Gentlemen: The undersigned, your committee appointed to investigate the matter of the laying out and establish- ment of a road to be known.as_ the Spang road, commencing at the north- east corner of lot five, section 26, town- ship 55, range 25, and running thence south on sixteenth line on east side of lgts 6 and 6 of section 26, and lots 1 and 2 of section 35 to the point where said sixteenth line intersects the north shore of the Mississippi river, beg leave to report: First—That we found that due and Present: Chairman Nisbett, Supervsi- or Hoolihan, Clerk McMahon and <As- sessor Milaney. Third: That said road is desired by the petition to extend one and one- half rods from the center thereof as shown in said petition. Fourth—That we did at the time and place mentioned in the notice of hear- ing, personally travel over all the route of said proposed road; Fifth—That not at the said time and place of said hearing nor since was there any remonstrances made against the establishment of said proposed high- way. Sixth—That we find that John Ander- son has established a fence on the east side of lot 5, section 26, township 55, range 25, which will have to be removed a distance of one and one-half rods; Seventh—That we find that other than to the said John Anderson. no damage will come to the owners of property abutting said proposed road, but that the benefits derived and accruing are in excess of any damages to be inflicted by the establishment and opening of said road and that the damages sus- tRined by John Anderson will not ex- ceed the cost of removing said fence to a point one and one-half rods west of where it is now established and that said cost will not exceed $10. Eighth—That the establishment and building of said proposed road is a pub- lic necessity and that the cost of build- ing same is a matter of a small expend- iture; Therefore, we recommend that said road be established and laid out and that final order in the establishment be issued by the board of supervisors of the townhip of Grand Rapids; We further recommend and do hereby award John Anderson damages to. the extent of the cost of moving the fence on the east side of the north one-half of lot 5, section 26, township 55, range 25, to a point one and one-half rods west of where said fence is now estab- lished; And further award the balance of the | owners of abutting property nothing for damages outside by reason of the estab- lishment of said road and the building thereof. Supervisor Nisbett moved the adop- tion of the following resolution, viz: “Whereas, a petition has been receiv- ed, praying for the establishment of a road on the southeast part of the town, the description thereof being set forth in said petition and the engineer having made a survey thereof, and a time and place having been set when this board as a committee of the whole, should meet and determine as to advisability of opening up said road and due and proper notice thereof having been given, and a committee having met as per re. titation of said notice and said commit- tee having made recommendation that said road be established and laid out; Now therefore be it and it is hereby resolved, That the recommendations of said committee be adopted and that final order be issued in the matter of the establishment of said road and that the lines of said road be in said order es- tablished to be the lines as set forth in the petition am as set forth in the sur- veyor’s report and that said road be es- tablished and laid out as a three rod road.” Supervisor Hoolihan seconded the motion to adopt said resolution and upon a vote being had, Supervisors Hoolihan and Nisbett voted “aye” and there be- ing no “nays’’, Chairman Nisbett de- clared the motion carried. It appearing that the bond of the First State bank of Grand Rapids as the depository of township funds, not having been officially accepted, upon mo tion duly seconded and carried, unani- mously, said bond and the sureties there on were approved, said bond being in the sum of $10,000. The meeting then adjourned until June 28th, at 10:30 o'clock, a. m. WILL NISBETT, Chairman. Town Clerk. June 28th, 1911. Pursuant to adjournment the board of supervisors of the town of Grand Rapids)! Itasca county, Minnesota, met in session at, 10:30 o'clock, a. m., this 28th day of June, 1911. Present—Chairman Nisbett, Supervisor* Hoolihan and Town Clerk McMahon. The reading of the minutes of meeting was dispensed with. The members of the board present state they had met with the town board of the town of Bass Brook and _ that said township had agreed to make an expenditure of $400 upon that portion of the Pokegama lake road, beginning at) the one.quarter post of sections 25 and 30 of township 55 north of range 25 and 26, west, and running thence south to range line, a distance of one mile to last the quarter posts of sections 31 and 36 of the same town. Supervisor Hoolihan presented the following resolution and moved its adop- tion: “Whereas, It is deemed necessary and expedient by the board of supervisors of the townships of Grand Rapids and Bass Brook, being townships 55, range 25 and township 55, range 26, respectively, that portion of the duly established highway known as the Pokegama lake road which said road has had public money expend- ed thereon each year for more than ten years last past, be widened out and improved from a point commencing at the quarter post of sections 25 and 30, towns 55, range 25 and 26, and running thence south 6n range line a distance of one mile to the quarter post of sec- jo’clock, p. m., plans and specifications thereof as pre- pared by Engineer Warner, and has agreed to expend the sum of $400 on said work, and; “Whereas, Engineer Warner has pre- pared three sets of plans and specifica- tions for said road and improvements; “Now, therefore, be it resolved that the clerk of this board be directed to advertise for bids for the doing of said work and improvements, and to cause said advertisements to be published for two weeks in the Grand Rapids Herald- Review and in the Grand Rapids Inde. pendent, said advertisement to call for sealed proposals for said work and to require a deposit with each bid of a certified check of an amount equal to ten per cent of the bid offered, and the advertisement to set forth that said work and improvements shall be in accordance with the plans and speci- fications and recite that a copy of said specifications and plans will be found in the office of the Town Clerks of the towns of Bass Brook and Grand Rapids and at the office of Will Nisbett, chair- man of the town board of Grand Rapids township; “Further, that said bids will be re- ceived up to and including the hour of 2 o'clock in the afternoon of July 7, 1911, at the office of the town clerk in Town hall, in the village of Grand Rapids, Min nesota, the board of said town of Grand Rapids reserving the right to reject any and all bids; “Further, that the town of Grand Rap- ids will be responsible only for payments of said work in the sum of $400, or such an amount as the board may de- termine instead of said amount; “And the town board of the town of Bass Brook will be held liable for the payment of a sum not exceeding one- half of the cost thereof and in no event exceeding the sum of $400.” The motion to adopt said resolution was seconded by Supervisor Nisbett and upon a vote being had, said resolution was adopted by a unanimous vote and so declared by Chairman Nisbett. The minutes of the proceedings of the board of review and of the meetings of the board held June Ist, 27th and 28th were read and approved. It being the time and place for the receiving of bids for the Pokegama lake road and Supervisors Hoolihan not being present, an adjournment was taken to 8 o'clock, p. m., this date. Supervisor Hoolihan moved and Super- visor Zeininger seconded the motion that the offer and tenure of W. R. McVeigh to build and complete that portion of the Pokegama lake road, lying between the townships of Bass Brook and Grand Rapids, at and for the sum of $719, be accepted, and that the chairman and clerk be authorized to enter into a con- tract with W. R. McVeigh for the com- | pletion of said work and that the said contract or be required to furnish a bond in the sum of $500, requiring the com- pletion of said work according to the plans and specifications thereof, it being understood by the contractor that the township of Grand Rapids would only be liable for one-half the price of com- | pletion of said road. were all grades and other requisite stakes ready for the contractor at once. Clerk McMahon stated that pursuant to the motion to retire certain warrants, | made at the last meeting, he found that the First State bank of Grand Rapids was the holder of warrants Nos. 937, 963, | 964, 1017, 1018, 1039, 1040, 1044, 1049, 1053, | 1054, 1055, 1057 and 1059 and that the amount required to retire said warrants was $1,495.76. Chairman Nisbett seconded the motion, which was carried by a unani- mous vote. Supervisor Zeininger moved that the township employ a superintendent of roads to look after the grading of the Splithand road. The motion was duly seconded and carried. Chairman Nis- bett authorized Supervisor Zeininger to employ such men and teams as was. needed to complete the work of grading the Splithand road and to make such repairs as are necessary on all the roads in’ the township. Upon motion the sum of $185 was ap- propriated for the purpose of completing the work of grading the Splithand road. There being no further business the meeting adjourned. WILL NISBETT, Chairman. A meeting of the board of supervisors of the town of Grand Rapids, Itasca county, Minnesota, was held at the town hall in the village of Grand Rap- ids, in said township, this 7th day of September, 1911, at 8 o'clock, p. m. The minutes of the last | were read and approved. | Town Treasurer Connell made report showing a balance of $977.09 on hand. The report was ordered placed on file. Clerk McMabon made report as fol- lows: Outstanding warrants due and payable on contingent fund, $.99; on road and bridge fund, $2,816.46; on gen- eral fund, $268.25; and warrants due December 1, 1911, on machinery fund, $900.00; due December 1, 1912, on same fund, $900.00; due December 1, 1913, $950.00 on same fund, making a total of outstanding warrants of $5,835.70. The report showed that upon completion of Pokegama lake.road contract for the town of Grand Rapids’ share there would | be due W. R. McVeigh, $359.50; that up- on the completion of the Spang road contract there be due Seymour Wash- burn the sum of $441. The report showed bills aggregating $64.50 for labor on sundry roads ready for action of the board; also bills ag- | gregating $140.00 for labor performed un- | der the Washburn contract on the Spang road and bills aggregating $253.- 60 for labor performed by Road Overseer Passard on the Splithand road, and bills for sundry supplies aggregating $66.77. The clerk reported that Seymour Wash- burn desired an allowance ‘of $75.00 on his Spang road contract.
