| OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS ITASCA COUNTY, MINN Grand Rapids, Minn., July 10, 1911 In accordance with the provisions of section 424 Revised Laws of 1905, the board of County Commissioners of Itasca County, Minnesota, met at the court house in the Village of Grand Rapids, this 10th day (being the second Monday) of July, 1911, at 10 o’clock a. m. Members present: Commissioners Mullins, O’Brien and Nelson. : Upon motion of Commissioner O’- Brien seconded by Commissioner Nel- son an adjournmet was taken to one o’clck p. ih. Pursuant to adjournment the board again met at one o’clock p. m. Members present: Commissjoners King, O’Brien, Nelson and Mullins. Commissioner O’Brien moved that the County Auditor be instructed to advertise for bids for the construc- tion of that portion of County Road No. 90, described as follows: Beginning at the SW corner of NW % of NW%, Section 34, Township 54, Range 23 and running thence east on sixteenth line across sections 34 and 35 of said Township to the south- east corner of the NE% of NW% of said section 35, thence north on one fourth line to the north quarter post of said section 35, thence east on section line to the northeast corner of the NW% of NW% of section 36 of said township. The motion was duly seconded by Commissioner Nel- son and carried by unanimous vote. Commissioner Shellman arrived at this time. Commissioner Nelson moved that the whole board be appointed a com- mittee to examine county road No. 24 known as the Shoal Lake Road in the Town of Arbo. The motion was seconded by Cmmissioner Shellman and carried by unanimous vote. The petition of the Town Board of the Town of Blackberry for the appropriation of ome half of the cost of the construction of a bridge across the Mississippi River in said Town, which petition was presented to the Board at the meeting held on June 8th and the consideration of which was continued to this meet- ing, was then taken under considera- tion. After considerable discussion of the matter Commissioner Shellman moved that said petition be denied, there was no second to this motion. Commissioner O’Brien then moved that said petition be granted, that the sum of $7,000 be appropriated from the County Road and Bridge Fund for the purpose of paying one half of the cost of the construction of said bridge, which motion was sec-| onded by Commissioner King and upon roll call was carried by the fol- lowing vote. < Yea: Commissioners Mullins, King, O’Brien and Nelson. Nay: Commissioner Shellman. Commissioner O’Brien moved the adoption of the following resolution: Resolved that the sum of $300 be and the same is hereby appropriated fipm the County Road and Bridge fund to the Town of Grand Rapids to aid said Town in the construction of a highway beginning at the northeast corner of ldt 5, section 26, Township 55, Range 25, and running thence south on sixteenth line to the point where said line intersects the old Blackberry road. The motion was seconded by Commissioner Shell- man and carried by unanimous vote. Commissioner O’Brien moved the adoption of the following resolution: Resolved that the sum of $300 be and the same is hereby appropriated from the County Road and Bridge fund to Town of Bass Lake to aid said Town in the construction of a certain highway on the north six- teenth line of section 36 of said towr-; ship. The motion was seconded by Commissioner King and carried by unanimous vote. bd It being the time set for hearing upon the application of Ira Stewart for license to sell intoxicating _li- quors at Greenrock in the Town of Bearville, the same was then taken under consideration. Commissioner Shellman moved that said application be rejected, the motion was second- ed by Commissidner O’Brien and carried by unanimous vote. Commissioner King moved that the chairman appoint a committee to examine the old Trout Lake road in Township 58, Range 25, the motion was seconded by Commissioner O’- Brien and carried by unanimous vote. Commissioners Shellman, Nelson and O’Brien were appointed as such com- mittee. A petition was presented for the survey of section 5, Township 55, Range 26. Commissjoner O’Brien moved that a hearing be had upon said petition at a meeting of the Board to be held on Tuesday the 15 day of August 1911 at 10 o'clock a. m. The motion was seconded by Commissioner Shellman and carried by unanimous vote. } It being the time set for hearing upon the petition for the formation of a new school district to be com- posed of the organized Township of Marcell the same was then taken under consideration. After hearing all persons interested and all evi- dence and arguments for and against the granting of said petition Comm‘s- sioner King moved that the hearing mpon said petition be continued to the next meeting to be held on the 19th day of July, 1911, at 10 o'clock a.m. The motion was seconded by za Commissioner O’Brien and carried by unanimous vote. ‘Commissioner Nelson moved that the County Auditor advertise for bids for, the construction of County Road No. 99 on: the ‘range line between the Townships of Trout Lake and Grand Rapids, beginning at the Cole- raine cemetery and running south on said line. Said road to be con- structed according to specifications to be prepared by the county sur- veyor. The motion was seconded by Commissiofer King and carried by unanimous vote. Commissioner King moved the adoption of the follwing resolution: Resolved that the sum of $300 be and the same is hereby appropriated fron» the County Road andj Bridge fund ta Town of Moose Park. to aid said Town in the construction of a road between sections 7 and 18, 8 and 17, 9 and 16, 10 and 15, 11 and 14, 12 and 13, of said Township. The mo- ion was seconded by Commissioner O’Brien and carried by unanimous vote. Bids for the construction of roads were then opened and read, bids be- ing received as follows: Orth Road: Chas. S. Attix & Sons & I. Oakman, for the sum of $1,650.00. Willian Rakestraw & Peter Berg, for the gum of $1,600.00. S Carl Magnuson for the sum of $1065. County Road No. 91: Axel Koski, beginning at the north eighth post of section 24, Town- ship 53, Range 23 and running north to County road for $4.10 per rod. Yrja Maki, beginning at the quarter post of section 36, Township 53, Range 23, and running north 400 rods for $3.00 per rod. ‘Abe Palon, to construct the entire road for the sum of $1,200 per mile. E. Tarvo, beginning at the east quarter post of section 36, Town- ship 53, Range. 23, and running ea t and south to Aitkin County line for the sum of $2.50 per rod. Otto Colman beginning at the east quarter post of section 25, Town- ship 538, Range 25 and running north three fourths mile for $975. Jak Aho, beginning at the north eighty post section 24 and running north one mile for $3.35 per rod. County Road No. 42 in Township 54, Range 25. W. E. Meyers to construct entire road for the sum of $4,800, or to construct that part of said road commencing at the quarter post between sections 32 and 33, Town- ship 54, Range 25 and running southwest to the point of intersec- tion with the Hill City road for the GRAND RAPIDS HERALD-REVIEW. WEDNESDAY, JULY 26, 1911. Company of New York ag surety in the sum of $10,000. Said bonds having been approved as to form and Lexeqution by the County Attorney, Commissioner Shellman moved that said bonds be approved by the ‘board, the motion was seconded by Commissioner Nelson and carried by unanimous vote. Commissioner O’Brien arrived at this time, ~ The following applications for cor- rection of assessment and abatement of taxes were approved and recom- mended to the Minnesota Tax. Com- mission: Archie Stevenson. N..E. Morse. Jakob Mohr. Katherine E. Doran. William Dibbert. B. L. Lieberman., Dora Larson. John Neuman. David Maturen. Ole O. Falkestead. W. C. Tyndall. Pokegama Lumber Company. John Wiliman. Commissioner O’Brien moved that the action of the Board of April 4th, 1911, appointing Charles Gravelle to valve the county exhibit to the next state fair be rescinded. The motion was seconded by Commissioner Nel- son and carried by unanimous vote. Commissioner King moved that the sum of $150 be appropriated from tha County Revenue fund to the Itasca County Agricultural Associa- tion to assist in defraying the ex- pense of taking the county exhibit to the next state fair. The motion was seconded by Commissioner Nel- son and carried by unanimous vote. Commissioner King moved that the chairman appoint a committee of three to examine that part of County Road No. 79 in section 36, Township 55, Range 24, and that said committee be given authority to make the necessary improvements upon said road provided that. said improvements shall not exceed $300. The motion was seconded by Com- missioner Nelson and carried by un- animous vote. Commissioners Nelscn, O’Brien and Mullins were appointed as such committee. Commissioner King moved that the purchasing committee be instruct- ed to purchase a heavy road grad- er to be used in the Towns of Good Hope, Alvwood and Third River. The motion was seconded by Com- missioner Nelson ard carried by the following vate. Yea: Commissioners O’Brien, and King and Nelson. Nay: Commissioners. Mullins and sum of $3,500. M. Callahan to construct the entire road for the sum of $2.59 per rod or that part of sa:d road from Carkson’s place to the point of intersection of the Hill City road for the sum of $2.75 per rod. For clearing and grubbing a road in Township 146, Range 25: John Rotmark, a portion of road for $80 per acre. Albin Halin for $45 per acre. Jos. Lindahl for $45 per acre. Hjalmar Lind for $80 per acre. John Lindahl for $45 per acre. Carl Lindahl for $45 per acre. Jonas Olson for $45 per acre. O. P. Grambo for $65 per acre and $53 ocr acre. Thorwold O. Johnson for $45, $50, $35, $40, $75 and $100 per acre. Ingvo'd Didrickson for $32 per acre. C. D. Horton for $45 per acre. All of said bids were temporarily laid over for further consideration. Commissioner King moved the adoption of the following resolution: Resolved that the sum of $300 be and the same is hereby appropriated from the County Road and Bridge fund to the Town of Good Hope to aid said Town in the construction of the Bena-Blackduck road, resolved further that the sum of $300 be and the same is hereby appropriated from the County Road and Bridge fund to the Town of Third River to aid said Town in the construction of the Bena-Blackduck road. The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote. The County Auditor was instructed to advertise for bids for the con- struction of a highway beginning at the south quarter post of section 36, Township 62, Range 26 and runnnig thence east on town line to the southeast corner of section 31, Town- ship 62, Range 25. thence north on section line to the quarter post on the east side of said section 31, thence east on quarter line to the Guarter post on the east side of section 32 of said township, thence noth on section line to the south- east corner of section 20, of said township, thence east on section line to the Bigfork River being near the quarter post on the south side of section 22 of said township 62, Range 25, Also for the construction of a high- way beginning at the south quarter post of section 24, Township 62, Range 26, and running thence east on section line to the Bigfork Riv- er near the quarter post on the south side of section 22, Township 62, Range 25. An adjournment was then taken fo Tuesday the llth day of July, at 9 o'clock a. m. Pursuant to adjournment the board again met this 11th day of July, 1911, at 9 o’clock a. m. Members present: Commissioners Mullins, King, Shellman and Nelson. Commissioner Shellman moved that additional fire insurance in the ‘sum of $5/000 be placed upon the county jail and sheriff's residence, that $300 ibe placed upon the barn and $200 upon the tool house, that said insurance be placed with com- panies represented by the First State Bank of Bovey and the Nash- wauk State Bank of Nashwauk. The motidn was seconded by Commis- sioner Nelson and carried by unani- mous vote. The following depository bonds were presented to the board ‘for approval; the First State Rank of Bovey with the Bankers’ Surety Com- pany as surety in the sum cf $5,000. _The Nashwauk State Bank of Nashwauk with the National Surety | said Shefiman. The board again took under con- sideration bids for the construc- tion of roads and upon motion of Commissioner King seconded by Comim‘ssioner O’Brien the following bids were accepted. County Road| No. 42, the bid of M, Callahan to construct that part of. said road from Carlson’s place to ‘the. Hill City Road for the sum of $2.75 per rod: Orth Road, the bid of Carl Mag- nuson to construct said road for the sum of $1,065. (County Road No. 91, the bid of Abbe Palon for the sum of $1,200 per mile. For the road im Township 146, Range 25, Thorwold O. Johnson, the finst mile of said road on sec- tion line between sections 18 and 19 for the sum of $185, for the sec- ond mile of said road on section line between sectiors 17 and 20, for the sum of $140. Ingvald Didrickson for the third mile of said road being on the’sec- tion line between sections 16 and 21 for the sum of $128. Thorwold O. Johnson for one-half mile beginning at the northeast cor- ner of section 21 and running south to the east quarter post of said sec- tion 21 for $120. O. P. Grambo for one-half mile of said road beginning at east quarter post of section 21 and running south to the southeast corner of said sec- tion for $106. O. P. Grambo for one-half mile of said road beginning at the northeast corner of section 28 and running south to the east quarter post of: said section 28 for the sum of $130. ‘C. D. Horton for one-half mile of said road beginning at the east quarter post of said section 28 and running south to the southeast cor- ner of said section for the sum of $90.00. The County Auditor was instructed to give notice that on and after the first day of August next the county will discontinue the operation of the Pokegama Lake Ferry. The hearing upon the petition of Wm. F. McCaffrey to detach certain unplatted lands from the Village of ‘Warba was then taken up. Com- missioner Shellman moved the adop- tion of the following order. ORDER DETACHING CERTAIN LANDS FROM THE VILLAGE OF WARBA. Whereas, a petition signed by Wm. McCaffrey as the owner of the lands hereinafter described asking that an order be made detaching cer- tain lands from the Village of War- ba, ‘was presented to the County Board of this county at a session of said Board, held on the 8th day of June, 1911, for the action of said Board thereon. And, Whereas, it was then order- ed by said Board that a hearing be had upon said petition at a-session of said Board commencing on the 10th day of July, 1911, at the County Court House in the Village of Grand Raids in the said county; And Whereas, due notice of the time and place of said hearing has been given as provided by law and Whereas, said petition has now been publicly read and considered and arguments of all persons inter- ested therein have been duly heard and considered. It Is Hereby ordered that said petition be granted and following described lands to-wit: West half of northeast quarter of section 29, northwest quarter of northefist quarter of section 21, in ‘Township 54, Range 23, be and the the the same are hereby detached from the Village of Warba. A hearing upon the petition for the establishment of County Road No. 96 that had been continued from the meeting of June 8 was then tak- en up. Commissioner King moved that the report of the committee be approved, that said highway be and the same ig hereby established ac- cording to the committee’s report, that the advantages and benefits to each description of land over which road runs be and the same are here- by assessed equal to the damages sustained. Further that said high- way be known and designated as County Road No. 96. The motion was seconded by Com- missioner O’Brien and carried by unandmous vate. A hearing upon the petition for the establishment of County Road No. 80 was continued to the meeting to be held on the 15th day of Aug- gust, 1911. It being the time set for hearing upon the petition for the establish- ment of County Road No. 97, the same was taken under consideration. The committee appointed to examine the route of said road filed the fol- lowing report: To the Board of County Commis- sioners, of the County of Itasca, Minnesota. The undersigned committee ap- pointed by you to examine the pro- posed route of a highway as stated im the petition referred to in your order of appointment made on the 4th day of April, 1911, would respect- fully report that we met at the dime and place desjgnated) in your said order, and proceeded to exam- fne the highway proposed to be es- tablished viz: Beginning at the S% post of Sec. 10, T. 60 N., Range 25 W., and runn- ing west three miles on section line thence north % mile near the % line of section 7 of the aforesaid town- ship, thence west on the % line about % mile to range line, _therice continuing west % mile on % line of section 12, T. 60 N., Range 26 W., thence north % mile to section line, thence west 4% mile, thence north about 1% miles and connecting with the town line road, Ard do hereby by the opinion of a majority of said committee recom- mend that the prayer of the peti- tyoners be granted. The report of the Mine Inspector was read and ordered filed. A petition for a bridge across Stur- geon Thoroughfare in Township 60, Range 22 was read and laid over. The following order was made in the matter of the survey of section 24, Township 55, Range 25. APPORTIONMENT AND ASSESS- MENT OF EXPENSE OF SURVEY Whereas on the 4th day of April, 1911, John A, Brown was duly ap- pointed by the Board of County Com- missioners of Itasca County, Minne- sota, to survey, locate and stake out ali section and property lines per- taining to section 24, Township 55, Range 25, in said county and Whereas, the said John A. Brown hag filed his report of said survey together with a statement in detail of the entire expense of such sur- vey, the total amount of which, as appears by said statement, is the sum of $86.95. it is hereby ordered that the en- tire expense of said survey to-wit: Whe sum of $86.95 be and the same is hereby apportioned and assessed to the several tracts of land affected by said survey as follows: Sec.
