A special meeting of the Grand Rapids Water, Light, Power and Building Commission. was held on the 26th day of April, 1911, at 8 o’- elock p. m. at the council rooms in the village hall. i Present: Chairman Dickinson, Com- missioners Powers and Finnegan and Clerk Trask. Applications for the position of slerk of the Water, Light, Power and Building Commission were tak- en up and the applications of Q. L. Trask and Geo. W. Meyers were read. Motion made and seconded that votes on applications be made by ballot. Motion carried. First ballot Trask received 1 vote, Meyers received 1 vote and J. Dor- an received 1 vote. Second ballot Trask received two votes and Meyers received 1 vote. Mr. Trask receiving the majority of votes was appointed clerk. Motion made and seconded that the salary of the clerk be set at $50 per calendar month. Motion car- ried. Motion made and seconded that the clerk furnish Surety Bond to the amount of $2,000.00. Motion made and seconded that the two petitions for street lights be referred to the village council. Motion carried. Motion made and seconded that an order be drawn on the Interest Fund for interest on water bonds, to the amount of $626.56, due April 1, 1911, and that orders be issued on interest fund for $92.91, and Gener- al Water and Light fund for $573.75 for the payment of $666.66 interest on light bonds due May 7th 1911. Mo- tion carrried. Motion made and seconded that the fan now being used in the Gem Theatre js ¢o be paid for as __ fol- lows: $7.50 on or before the 15th day of May, 1911, and $7.50 on or be- fore the 15th day of June, 1911, and that the Supt. be ordered to re- move the fan on the day of default of either payment, and the clerk was instructed to notify Mr. Comer in writing. Motion made and seconded that the clerk be instructed to adver- tise for bids for hauling coal from cars to plant. Motion carried. Motion made and seconded that Supt. be instructed to have the iron lamp posts painted one coat of graphite pajnt. Motion carried. Motion made and seconded that the Supt. be instructed to have the roof of the power plant painted with boiled Linseed oil and Venetian red. Motion carried. Motion made and seconded that the Supt. be instructed to replace all old poles on Kindred Ave. and seventh street, and see that they have a good coat of creosote. Mo- tion carried. An adjourned meeting of the Water Light, Power and Building Commis- sion was held this 13th day of June, 1911, at 8 o'clock p. m., at the coun- cil rooms. Motion made and seconded that the contract for hauling and deliver- ing coal from the cars into the bins at the power house be let to the King Lumber Co., they being the lowest bidders, at 44 cents per ton. Motion carrie. Motion made and seconded that the clerk’s bond be approved and or- dered filed in the oraper place. Mo- tion carried. Motion made and seconded that the five petitions for street lights and water be referred to the Village | Council for their approval. Carried. Motion made and seconded that the Superintendent be instructed to install light meters in each individual suite of offices in town. Carried. Motion made and seconded that the Commissicn advertise for bids for the sinking of one shaft to be used as a test: for the water supply of the city. Bids to be opened at 8 o'clock p. m. OFFICIAL PROCEEDINGS OF THE Village Council OF Grand Rapids Grand Rapids, Minn., July 24, 1911 An adjourned meeting of the vil- lage council of the village of Grand Rapids was held this 24th day of July, 1911, at the council room in the village hal] in said village of Grand Rapids, at 8 o’clock :p. m. The following members answered roll call: President Bossard, Trus- teas Arscott, Russell and King, and Recorder Sherman, Trustee Arscott offered the follow- ing resolution and moved its adop- tion: “Resolved, That the village treas- urer is hereby authorized and in- structed to pay the following out- standing warrants; warrants No. 5346 in favor of James Passard, amount, $533.93; with interest at 6 per cent, issued on sewer fund; war- vant No. 5410, in favor of R. 8. Bloom & Co., amount $1,000 with in- terest at 6 per cent, issued on the general fund; warrant No. 5412, in favor of R.‘S. Bloom & Co., amount, $1,000 with interest at 6 per cent, issued on the general fund. Motion to adopt the resolution was seconded by Trusiee King and was carried by unanimous vote of the council. Messrs. Chas. Dickinson and James D. Doran of the school board of School District No. 1, appeaned be- fore the council and stated that they had been instructed by the annual school meeting to construct a side- walk around the grounds of the {Central school building in the vil- lage of Grand Rapids, but that the ordinance relating to and regulating the building of sidewalks in the vil- lage of Grand Rapids interfered with the board’s plans in the laying of this sidewalk in that the Central school block laid in what is desig- nated in the ordinance as the “‘busi- ness section’ of the village, and that it provided that a ten foot side walk be built around said block, and Messrs. Doran and Dickinson stated that their plans were to have a six foot walk bujlt two feet from the property line and to extend a_ ter- race to a curb to be built as far from the walk as to conform as to distance from the walks with the other curbs on the same streets, and asked the council that ordinance. be amended so as to allow them tthe privilege of building their sidewalks and curbs according to their plans. The mem- bers of the school board also asked that pending the action of the coun- cil on the ordinance, they be allowed and authorized to proceed with the work of building said sidewalks and curbs according to their plans. Upon motion made and duly car- ried, the representatives of the school board were assured that the ordinance in question would be duly amended, and the school board was authorized to proceed with the build- ing of their walks according to their plans. F. J. Mundigel of the Itasca Laun- dry appeared before the council and requested that some action be tak- en by the village in regard to the draining of surface water on Fourth street. Mr. Mundigel stated that the water from both directions on Fourth street drained directly against the Itasca Laundry property every time it rained and did grievi- ous damage to his property. On a motion made by Trustee King sec- onded by Recorder Sherman, the matter was referred to the commit- tee on Streets, Alleys and -Sewers with power ‘to act. W. P. Nisbett and others were pres| ent, and they requested that the council ‘take seme action in regard ineliing. dlie ir Yio lowed, in which the matter , was gone over quite thoroughly. Upon matter was referredi to the commit. tee on streets, alleys and sewers with instructions to have an engineer es- tablish grade and estimate cost of gravelling on Kindred avenue. Members of the Water and Light Commission and others requested the council to continue the drilling in the village well recently sunk by the Water and Light Commission to determine the depth of the body of iron ore that was encountered while drilling for water in the well. The members of the Water and Light Commission argued that as they had struck water in sufficient quantity to imsure a village supply that their work was completed, but that they would be glad to have the council take advantage of the hole to ae Out ithe extent of the ore body, and stated that if there was something of value located under the village, tha knowledge of what it is would enable the village-to spread taxes on the valuation and collect taxes from the same, thereby lessening the burden of taxation on the bal- ance of ithe village. The matter was discussed at some length, and i{ was finally decided to hold a mass meeting of the citizens of Grand Ragids at which) the taxpayers rould express their views on the matter, and petition the council to proceed with the drilling if they wanted it done. A motion was duly made and carried) to that effect, and Recorder Sherman was instructed to call a mass meeting of the tax- payers and have dodgers circulated calling said meeting. The street commissioner. was in- structed to have the various beds of thistles about town cut. He was also instructed to have Henry Hughes & Co. remove the bricks and debris from the street on Kindred avenue and Fourth street about their property on those thoroughfares Upon motion the meeting adjourn- ‘ed.
