There Are Only 30,000 Left of the 5,000,- 000 Seals That Formerly Were to Be Seen at the Pribilof Islands—Animals Under Two Years Old Alleged to Have Been Killed. By ARTHUR W. DUNN. Washington, June 2.—[{Special].—A. sensation as interesting as the Ballin- ger affair may grow from the investi- gation of the alleged abuses of the government contract under which seals have been killed on the Pribilof islands, near Alaska. There are only 30,000 seals left out of 5,000,000. Professor H. W. Biliott of the Smithsonian institution, a world au- thority on seal life, has laid. before Chairman Rothermel! of the committee on expenditures in the department of commerce and labor charges of crim- inal malfeasance involving Walter I. Lembkey, government agent at the is- lands; a number of other subordinate officials and indirectly Secretary Nagel xnd Fish Commissioner Bowers. Elliott alleges that Lembkey, whose duty it was to prohibit the killing of any seals under two years old, not only stood by and permitted the viola- tion of the regulations, but aided the fur dealers by distorting figures by which the ages of seals have been de- termined: for nearly forty’ years in an effort to pass yeatling.sking for two- year-olds. Monument to Pocahontas. Senator Martin bas asked for the modest sum of $5,000 to enable the Pocahontas Memorial association to complete a monument to the famous Indian woman. It is being erected on Jamestown island and is a part of the plan to commemorate and preserve the site of the first permanent settle- ment of English speaking people on the ‘western hemisphere. Jamestown island deserves such Preservation, but at the same time it is somewhat off the track of tourists and sightseers. There is only one monument to John Smith in- this coun- try, and that is at Jamestown. John Smith and Pocahontas should ‘have monuments in the nationa! capi- ‘When any person has done enough in*the-colonial or ‘Revolution- ary period of this country to entitle him to a monument at the place where the service was performed a Guplicate of thé monumert ought to be erected in the nation’s capital. Curtis Takes a Hand. Senator Curtis of Kansas is a good parliamentarian and had long service in the house, where he saw the effect of a cloture stopping debate when the majority had a mind. He is trying to have a limited cloture. adopted in the senate. Twenty-two years ago that was tried in order to pass the force bill, and it failed. Several times since then senators who thought the senate rules and pro- cedure were a travesty have tried to force cloture, but they never made any progress. The Kansas senator will be no more successful than the other knights errant in the same line. Unlimited debate in the senate is the weapon of the minority, and they will never give it up. A Difficult Task. Difficulties in the way of literary composition were discussed by Sena- tor Root of New York, the subject be- ing brought up by reason of something having recently been misunderstood. “One great difficulty in writing,” said the senator, “is to meet the require- ments of those who do not know any- thing about the subject under discus- sion and at the same time convey your ideas to those who do know something about it and are really interested. To make the first class understand you must begin at the very A BC of the matter and go right through all the stages in order to place it before them. By that time you have occupied so much space that you have no room to discuss the subject in an illuminating manner for those who did have knowl- edge of it in the beginning. Outside of Washington I often find that my great- est difficulty in discussing govern- mental affairs for interviews is that the interviewers often do not under- stand the questions relating to the na- tional government on which they would have my opinions. It is hard to give views under such circum- stances.” Avenues In the Capitol. The names of the most important thoroughfares in Washington bear the names of states. Two of the finest residence streets are called Massachu- setts and Wyoming. But these names also figure in the capitol building. For a long time one of the corridors on the senate side was called Massachusetts avenue because the committee room on one side was occupied by Senator Hoar, chairman of the judiciary com- mittee, and the other side by Senator Lodge, chairman of the Philippines. Now it is called Wyoming avenue be- cause Clark of Wyming is chairman of judiciary and the room occupied by Lodge has been given to Warren of Wyoming, chairman of appropriations.
