OFFICIAL PROCEEDINGS OF THE Village Council OF THE Village of Grand Rapids Grand Rapids, Minn. Jan. 10th, 1910. A regular meeting of the Village Council was held at the Council room.. Prest. Bossard, Trustee Le- roux and Recorder Yancey respond- ed to roll call. Minutes of the previous meeting were read and approved. Reports of the Village Treasurer and Justice Huson were read and or- dered to /be filed. Recorder Yancey offered the follow ing resolution and moved its adop- tion: “Whereas, @ contract has been let for the paving of Kindred avenue, in this Village, from the north side of Second street to the south side of Fourth street, mith Rudolph S. Blome Company’s patented granitoid (concrete) pavement, together with the necessary curbing, guttering, grading and excavating incidental to said pavine: and, whereas this Coun- cil are of the opinion that the as- sessments therefor upon each lot, tract or parcel of ground on the part of said avenue so to be improved, and upon the owners thereof, should be sufficient to ~ay ithe full cost and expense of constructing said improve- ment opposite such property to ithe center of the street and that each of said parcels is to be benefited in such proportion; and whereas, the estimated cost of such improvement is the sum of $7,324.14. “Now, de it resolved, that 85 per cent of the estimated cost of said improvement for the purposes au- thorized and designated by law, be and it is hereby assessed upon the property fronting upon such improve- ment, same being hereby found to be ‘benefitted thereby in the proportion sessed to it, and each lot, tract, or parcel of ground on that part of said avenue so to be improved, and the owners thereof, be and they are hereby assessed and charged with 85 per cent of the estimated cost of con- structing such improvement opposite such property to the center of the street; and that the Village Recorder .be and he is hereby imstructed to make an assessment roll of said total and individual assessments, in ac- cordance with and containing the de- tails provided for by sec. 1343 of the G. S. of Minnesota for 1894, and re- port the same to this council.” Said motion was duly seconded by. Trustee Leroux and put to a vote. A\ majority of the members of the council voting in favor thereof, the same was carried and said resolu- tion adopted and so declared. Pursuant to the foregoing reso- lution, the village recorder prepared and reported to the council an, assess- ment roll of said assessment. Recorder Yancey offered the fol lowing resolution and moved its ad- option: “Whereas, pursuant to reso- lution at this meeting adopted and in accordance therewith and with the provisions of sec. 1343 of the G. S. of Minnesota for 1894, the village re- corder of this village has made and reported to the council an assessment roll of the assessment of 85 per cent of the estimated cost of paving that part of Kindred avenue, in this vil- lage, from the north side of Second street to the south side of Fourth | street, together with the necessary curbing, guttering, grading and ex- cavating incidental to said paving, as stated and provided in said resolu- tion; and, whereas, said assessment roli conforms to said resolution and is approved by this council. “Now, be it resolved, that said assessment roll be filed with the village recorder, as and for the as- sessment roll of the assessment of 85 per cent of the estimated cost of improvement, and that, as so filed, it be and is hereby adopted as the assessment roll for such assess- ment, and that the respective sums therein designated be and are here- by levied and assessed against the respective parcels of property therein ddscribed and the owners thereof, all of which property is found and. @etermined to be benefitted by said improvement im the amount of the cost of such improvement opposite said property to the center of the street; be it further resolved, that February 14, 1910, at 8 o’clock P. Notice is hereby given that, where- as, a contract has been let for the waving of Kindned avenue, in this village, from the north side of Sec- ond street to the south side of Fourth street, with Rudol ~ S. Blome Com- pany‘s patented granitoid (concrete) pavement, together with the neces- sary curbing, guttering, grading and excavating incidental to said paving, and the expense of such improvement to be assessed to each lot or tract of land frontine on such improvement and to be benefitted thereby has been determined, and accordingly an as- sessment made of 85 per cent of th estimated cost of such improvement, by the village council of said village Now, therefore, said village council will, at their council chamber in said village, ati eight o‘clock P. 'M., of Monday, February 14, 1910, meet to review and confirm such assessment, at which time and place all persons interested may appear and make ob- jections to the same. It is proposed to issue bonds, charg able to the abutting real estate, to pay such assessment, and such ponds will be issued covering all such as- sessments, except in cases where the owners of the property shall pay to the village treasurer, within thirty days after the confirmation of such assessment, the amount thereof as- sessed against their property. Not Likely That Twin Cities Will Profit by High Dam. Washington, D. C.— Consideration that is being given to participation by private and public corporations in the | | activities of the United States in water | power and conservation questions at ing been imstituted, at law or other-|this time gives rise to the belief | among members of the commerce com- | mittees of the two houses that it will be impossible for Minneapolis and St. | Paul and the state university ever to obtain the consent of the engineer de- partment of the government or of con- gress to donate the power which would result from the proposed 30 foot | dam. It is believed here that the engin- eers and the river and harbor commit- tee will favor the high dam, but the agitation that has taken place over water power rights and the desirabil- tty of saving to the United States profits accruing from such power rights makes it certain that strong ob- jections will be raised to making any gift of power either to cities or to private parties. Under the terms of the bill intro- duced Wednesday by Senator Nelson, strict provisions are made to care for water power rights and all privileges connected therewith in lands or waters owned or controlled by the United States. The prediction is now made that the river and harbor committee will favor the high dam project with a substan- tial appropriation and also a sum suffi- cient to construct the foundations of the proposed power plant. Underwood Heads Fair Board. St. Paul—J. M. Underwood, of Lake City was elected president of the Minnesota State Fair, by a vote of 163% to 156. F. W. Murphy of Weaton was elect- ed to succeed himself on the board of state fair managers. State Senator Dar A. Hall, in compliance with the ruling of the attorney general that he was not eligible, resigned and Charles P. Craig of Duluth was elected in his place. To succeed William E. Lee of Long Prairie, Thomas H. Canfield of Lake Park was elected. For the positions of first and second vice presidents, C. M. Griggs of St. Paul was elected to succeed John H. Beek of St. Paul, and E. J. Stillwell of Minneapolis was elected to succeed John J. Furlong. W. W. Sivright of Hutchinson, president of the Minne- apolis Implement Dealers’ association, was elected to succeed J. M. Under- wood on the board. JUDGES CHOSE SAINTLY CITY. Duluth. — The annual meeting of the Minnesota Probate Judges’ Asso- ciation, came to an end after se lecting St. Paul as the meeting place for next year. The convention will be held some time in February. The invitation to meet in St. Paul was extended by Judge Edmund W. Ba- zille, and was unanimously accepted. Officers for the ensuing years were elected as follows: President, J. B. Middlecoff, Duluth; vice president, F> A. Watkins, Carlton; secretary and treasurer, A. F. Will Permit National Banks to Loan on Improved Farm Lands. Washington, D. C. — Following an informal canvass of the house commit- tee on banking and currency, Rep- resentative Hammond of Minnesota has framed a Dill to allow national banks to loan, not to exceed 50 per cent of their savings deposits, on im- proved farm lands, under regulations to be prescribed by the comptroller of the currency. SALOONS PAY HEAVY TAXES. State Auditor Says Fees Amount to Over Two Millions. St. Paul—According to detailed fig- ures furnished the Minnesota tax com- mission and supplied by State Aud- itor Iverson, the saloons of Minne- sota pay over two and a quarter mil- lion dollars in license money to the different municipalities in which they are located.
