' i j eg ” missioner OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS Itasca County, Minnesota. Grand Rapids, Minn., January 4th, 1910. Pursuant to the provisions of sec- tion 424, of the revised laws of 1905, the board of county commisioners, of Itasca county, Minnesota, met at tthe court house’ in the village of Grand Rapids this 4th day of Jan- uary, 1910. All members of the board present. Commisioner Archie McWilliamss was elected chairman of the board for the ensuing year by unanimous vote. Commisioner Cyrus M,. King was el- ected wice chairman of the board for the ensuing year by unanimous vote. The minutes of ‘the last meeting were read and upon motion of Com- missioner O’Brien, seconded by Com- missioner Trebilcock were approved by unanimous vote. The matter of the appointment of officers to fill the several appointive offices was then taken into consider- ation, ! Commisioner O’Brien moved that Dr. Thomas Russell be appointed chief county physician for the en- suing year. The motion was second- ed by Commisioner King and carried by unanimous vote, Commisioner Trebileock moved that Dr. Jules Gendron be appointed phy- sician of the county board of health for the ensuing year. The motion was seconded by Commissioner King and carried by unanimous vote. Commisioner King moved that Dr. Geo. J. Hanley be appointed county physician for the Deer River district for the ensuing year. The motion seconded by Commissioner and carried by unanimous Commissioner Mullins moved that Dr. Geo. C. Gilbert be appointed county physician for the Iron Range district for the ensuing year. The motion was seconded by Commission- ea) Trebileock and carried by unan- imous vote. Commissioner King moved that Dr. Jno. L. Shellman be appoimted county physician for the Nashwauk district for the ensuing year. The motion was seconded by Commissioner Mul- lins and carried by unanimous vote. Commissioner Trebilcock nominat- ed §. M. Dinwiddie for overseer of poor for the ensuing year. Com- issi King nominated Levi Cochran for said office. Upon roll call the vote was as follows: for Dinwiddie: Commissioners Mullins, Trebileock and McWilliams. For Cochran: Commissioners O’Brien and King. The chairman then declared S. M. Dimwiddie duly appointed over- seer of the poor for the ensuing year Upon motion of Commissioner King seconded by Commissioner O’Brien Tim Mahon was appointed assessor for District No. 1 by unanimous vote. Upon motion of Commissioner ©'Brien seconded by Commissioner King James. Murchie was appointed assessor for District No. 2 by unan- imous vote. Upon motion of Commissioner Tre- bileock seconded by Commissioner King John Lefevre was appointed as- sessor for District No. 3 by unan- imous vote. Upon motion of Commissioner King seconded by Commissioner O’Brien Levi Cochram was appointed assessor for District No. 4 by unanimous vote. Upon motion of Commissioner King seconded by Commissioner O’Brien A. J. Morrissette was appointed as- ssessor for District No. 5 by unani- Upon motion of Commissioner King seconded by Commissioner O’Brien Chas. Huss was appointed janitor for ‘the court house and jail for the en- suing year, by unanimous vote. The matter of fixing the salaries of the various elective and appoint- ive officers for the ensuing year was ‘then taken under consideration. Upon motion of Commissioner King, seconded by Commissioner Tre- bilcock, the salaries of the county physician, physician of the board of health and overseer of the poor were fixed the same as last year, being as follows: chief county physician $50.00 per month. Assistant county physi- cians $25.00 per month. Physician Board of Health $50.00 per month. Overseer of poor $40.00 per month and 50c per day for boarding each in- mate at the county; poor house. Upon motion of Commissioner Tre- Dilcock, *seconded by Commissioner |jish im said mewspaper the list off Mullins, the compensation for the as- sessors for the various districts was fixed at $4.00 per day for each day ‘tthe county fund. The motion was by Commissioner Mullins and carried by unanimous vote. Commissioner King moved that the sum of $350.00 be appropriated from the County Revenue fund to the Incidental fund. The motion. was seconded by Commissioner O’Brien and carried by unanimous vote. The matter ‘of the selection of Grand and Petit Jurors was laid over until the next adjourned session of the Board. It was decided that the matter of letting contracts for County printing sale om be taken. up at 2:30 o'clock Commissioner Mullins moved that the County Surveyor be mstructed to survey county roads Nos. 71 and 72 in Township 55 Range 27. The mo- ‘tion was seconded by Commissioner Trebilecock and carried by unanimous vote. Commissioners Trebilcock and King Were appointed members of the Coun- ty Board of Health, in accordance of the Revised Laws of 1905. An adjournment was then taken until 1:30 o’clock P. M. Pursuant to the adjournment the Board again met at 1:30 P. M. All members of the Board present. Commissioner ‘Trebilcock moved that relief in the sum of $30.00 per month be grantied to Mrs. Andrew Erickson and family amd that the County Auditor be instructed to issue his warrant monthly in favor of the said Mrs, Erickson for the sum of $30.00 for each of the months of Jan- uary, February, March and April, 1910. The motion was seconded by Commissioner Mullins and carried by unanimous vote., Commissioner Mullins moved that the County Auditor be instructed to advertise for bids for the construc- ition and completion of the addition to the county jail in accordance with plans and specifications prepared by J. J. Wangenstein, architect, which plams have been approved by this Board and by the State Board of Control. Ai copy of said plans and specifications to be filed im the of- fice of the County Auditor also a copy to be filed im the Duluth Build- ers Exchange, Duluth and the Minne- apolis Builders Exchange, Minneapo- lis. Bids to be received up until 10:00 o’clock A. M. on Saturday the 5th day of February, 1910. Kiley, as owner and publisher of the “Grand Rapids Herald-Review” be and the same hereby is ac- cepted, and that the chairman of the board of county com- missioners (| and the audit- tor be and the said twoi officers here- by are directed to enter into a writ- ten contract with said E. C. The chairman then declared the resolution duly adopted and the Itasca News designated as the newspaper to publish the 10- tice and list of rea] estate remaining delinquent on the first Monday in January, 1910. Commissioner Trebilcock moved that BE. C. Kiley, as publisher of the Grand Rapids Herald-Review, Lain- mon & Heath, as publishers of the Itasca Iron News and M. J. Taylor, as publisher of the Itasca News, be each required to furnish a surety fond in the sum of $2,000.00 im connection with their respective printing contracts as hereinbefore stated. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commisioner Trebilcock moved that the County Auditor be instructed to advice all the county officers and employees, that the purchase of all supplies for the county must be au- thorized by this board or by some} member of the purchasing committee thereof and that no bills for supplies will be allowed unless the purchase is so authorized. The motion was seconded by Commissioner O’Brien and carried by unanimous vote.
