OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS Grand Rapids, Minn., January Sth, 1909. Pursuant to law, the .Board of County Commissioners of Itasca County, Minnesota, met at the Court House in the Village of Grand Rapids this 5th day of January, 1909. ‘All members of the Board present. ‘All members of the Board having taken the oath of office as provided by law, the Board proceeded to or- ganize by the election of a Chairman and vice-chairman for the ensuing year 1909. Upon motion of Commissioner Tre- bileock, seconded by Commissioner Mc- Williams, Neil Mullins was lected chairman by unanimous vote. On motion of Commissioner O'Brien, seconded by Commissioner Trebilcock, Archie McWilliams was elected vice- chairman by unanimous vote. The following county officers’ bonds were then presented to the Board for approval. County Treasurer, with A. A. Kremer as principal and the Na- tional Surety Company of New York as surety in the sum of $100,000.00. Sheriff, with T. T. Riley as principal and Massachusetts Bonding and In- surance Company as surety in the sum of $5,000.90. Commissioner Trebilcock moved that said bonds be approved. The motion was seconded by Commissioner O’Brien and carried by unamimous vote. The fixing of salaries of the several elective and appointed officers was then taken up, and the salaries for the year 1909 were fixed as follows: Commissioner King moved that the salary of. the Superintendent of Schools for the year 1909 be $1200.00. The motion was seconded ‘by Commis- sioner O’Brien and carried by unan- imous vote. Commissioner King moved that the salary of the County Attorney for the year 1909 be $2,000.00. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. The salary of the County Treasurer was computed upon the assessed valu- ation and fixed in the sum of $2,590.00. Commissioner O’Brien, moved that the salary of the physician of the Board of Health be fixed at $50.00 per month. The motion was seconded by Commissioner McWilliams and carried by_unanimous vote. Commissioner King moved that one county physiclan be appointed for Commissioner District No. 1 and that part of No. 2 north of township Num- bered 56, to be known as the Deer River District and that the salary be fixed at $25.00 per month. That one county physician be appointed for that part of Commissioner district No. 2, south of township numbered 57 and all of Commissioner District No. 4, and that the salary be fixed at $50.00 per month, sald district to be known as the Grand Rapids District, and that one county. physician. be appointed for Commissioner Districts 3 and 5 to be known as the Iron Range Dis- trict and that the salary be fixed at $25.00 per month. The motion was seconded by Commissioner McWilliams and carried by unanimous vote. Commissioner King moved that the compensation of the overseer of the Poor Farm be fixed at $40.00 per month, and $3,50 per week for each inmate boarded, being under the same terms and conditions as were in force during the year 1908. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner O’Brien moved that the salary of the Janitor be fixed at $65.90 per month, The motion was seconded by Commissioner Trebilcock and carried by unanimous vote. Commissioner King moved that the amount of clerk hire to be allowed the county treasurer be fixed at $50.00 per month. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner O’Brien moved _ that the Judge of Probate be allowed clerk hire in an amount equal to one- fourth of the salary of the Judge, as provided by Chapter 322 of the laws of 1907. The motion was seconded by Commissioner McWilliams and car- ried by unanimous vote. An adjournment was then taken to 1:30 o'clock P. M. Pursuant to adjournment the Board again met at 1:30 P. M All members of the Board present. Matt Rosholt made a proposition to construct a bridge across Swan River on the Feeley and Bovey road between sections 31 and 32, township 55, range 23, for the sum of $450.00, and filed with the Board plans and specifications for such bridge. Commissioner O’Brien moved _ that the proposition of Matt Rosholt be ac- cepted. and that the County Auditor be instructed to enter into a contract with said Rosholt for the construction of said bridge in accordance with the specifications filed. The motion was seconded by Commissioner McWilliams and carried by unanimous vote. It being the time set for hearing upon the petition for change of a por- tion of the Goodland-Feeley road, the Committee appointed to examine the route of said road filed the following report: “To the Board of County Commission- ers of the County of Itasca, Minne- sota: “The undersigned Committee ap- pointed by you to. examine the pro- posed route of a highway, as stated in the petition referred to in your order of appointment made on_ the 24th day of October, 1908, would res; pectfully report that we met at the time and place designated in your said order, and proceeded to examine the neta® proposed to be established v Beginning at the center of section 9, township 54, range 23, and running thence west on quarter line to the quarter post on the West side of sec- tion 9, thence at an angle from West to South of 50 deg. a distance of 897 feet to intersect Bovey and Feeley road in lot six (6) of section 8, town- ship 54, range 23; and to be connected with other roads as follows: Bovey and Feeley road, and terminating at the point of intersection with the Bovey and Feeley road. “And do hereby by the opinion of a majority of said. Committee recom- mend that the prayer of the said pe- titioners be granted. “Givyen.under our hands this 5th day of January, 1909. NEIL ‘MULLINS, C. M. KING, Committee.” -Commissioner O’Brien moved that the report of the Committee be ap- proved; that said highway be and the same is hereby ordered established, according to the Committee’s report, and that the advantages and benefits to each description of land over which said road runs be and are here- by assessed equal to the damages sustained. The motion was seconded by Commissioner King and carrjed by unanimous vote. The petition of Edwin Reed and others for change of a portion of said @Goodland-Feeley road was on motion { of Commissioner. O’Brien, seconded vy | Commissioner Trebilcock, rejected. The bids for the construction of the Blackberry-Feeley road were then opened and read as follows: Pete Ohman, for $2,575.00. A. F. Olson, for $40.90 per acre for clearing; $1.75 per rod for grading and $4.00 per rod for corduroy. E. Cc. Watson for the sum of $3,- 425.00. Lofberg & Benton, for $2,488.30. M. W. Pogue, for $1,920.00. c. C. Anderson, for $2,500.00. Melvin N. Rosholt, for $1,980.0). The bid of M. W. Pogue being the lowest and best bid, upon motion of Commissioner O’Brien, seconded by Commissioner King, said bid was ac- cepted and the County Auditor was in- structed to draw a contract with said M. W. Pogue for the completion of said road on or before July Ist, 1909. Commissioner King moved that the hearing on the Spring Lake road be continued to the next meeting: The motion was seconded by Commissioner O’Brien and carried by unanimous vote. A petition, signed by Martin Matt- son and others of the Town of Trout Lake, requesting an appropriation for the improvement of a town road in said town of Trout Lake, kaown as Mattson’s road was then presented to the Board. Upon motion of Commis- sioner O’Brien seconded by Commis- sioner Trebilcock, said petition was disapproved. The application of the Pillsbury Estate for correction of assessment and abatement of taxes for the year 1908 upon lands in section 23, 59-26, was laid over to the next meeting for further consideration. Commissioner King moved that the County Auditor advertise for bids for 300 cords of green body wood, to be delivered at the court house and jail, as follows: 50 cord Popple, 125 cords birch, 75 cords tamarack and 50 cords jack pine. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner King moved that the sum of $350.00 be appropriated from the County Revenue Fund to the Ing cidental Fund as provided by chapter 390, Laws of 1907. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner Trebilecock moved that the sum of $250.09 be appropriated from the County Revenue Fund to the County Attorney’s Contingent Fund. The motion was seconded by Commis- sioner O'Brien and carried by un- animous vote. Upon motion of Commissioner King, seconded by Commissioner O’Brien, the matter of the relief of Jacob Oli, a county charge, residing in township 55, range 23, was referred to Commis- sioner Trebilecock, with instructions to furnish the necessary relief. Commissioner King moved that J. G. Hermes be reappointed overseer of the poor farm for the ensuing year, 1909. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner O’Brien moved that Dr. Thomas Russell be appointed County Physician for the ensuing year, 1909. The motion was seconded by Commissioner Trebilcock and carried by unanimous vote. On motion of Commissioner seconded by Commissioner McWil- liams, Dr. Geo. C. Gilbert was ap- pointed County Physician for the Iron Range District. On motion of Commissioner O'Brien, seconded by Commissioner McWil- liams, Dr. Geo. J. Hanley was_ appointed County Physician for the Deer River District. Upon motion of Commissioner Kiag, seconded by Commissioner O’Brien, Dr. Jules Gendron was appointed physician King, of the Board of Health, by unan- imous vote. Commissioners MeWilliams and King were appointed members of the County Board of Health, as provided by section 2134, Revised Laws of 1905, Upon motion of Commissioner King, seconded _ b; Commssioner O’Brien, Charles Huss was appointed janitor of the court house by unanimous vote. Commissioner King moved that the matter of the appointment of assessors for the assessment district in the unorganized townships be laid over to the next meeting. The motion was seconded by Commissioner O’Brien, and carried by unanimous vote. Commissioner King moved that all persons having claims against the County, and which claims are to be allowed by the Board of County Com- missioners, be required to file their bills in the office of the County Aud- itor at least three days prior to the date of the meeting of the Board of County Commissioners at which the bills are to be allowed, and that no bills be allowed by this Board unless the same have been filed in the office of the County Auditor at least three days before the meeting. Further, that all fee bills such as justices, sheriffs, constables, _wit- nesses, coroners, and clerk of Court fees, be referred to and approved by the County Attorney before the same are allowed by this Board. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous vote.
