Hennessy and John Fraser, . Each having taken the oath of offico as com- missioner in due form, the board proceeded to organize. It was dnly moved and seconded that Com- missioner Brooks be elected chairman of tho board for the ensuing year, and upon a roll call being taken, the motion was uuanimous- ly adopted. Dated Grand Rapids, Itasca county, Min- nesota, Junuary 8th, 1901. petition with the board of county commis- sioners of Itasca county, for a license to con- struct and maintain a dam across the stream of water in said county called Clearwater, the saiddum being for the purpose of raising a head of water sufficient to float and sluice loge, timber and lumber down said stream, said dam to be located on the southeast quarter of the northwest quarter of sectiou twenty-three [23], township fifty-seven [57], north of range twenty-five [25]. in said county and said petitioners having filed due proof of the posting of the notice of their said applica- tion for such license in three public places at the county seat of said Itasca county and in the office of the surveyor-general of the Sec- ond Lumber District of the State of Minne- sota wherein logs running from the place where such dam is proposed to be built, are required to be scaled, which said notices wers posted more than 20 days prior to the 8th day of January, 1901, and said board of county commissioners being satisfied that such sluice dam is unecessary at the point applied for, to facilitate the driving of logs, timber and lum- ber and lumber down said stream, and that the lands on both sides of the stream at said point isin the possession of and under the control of the parties applying for said li- cense and that said parties are proper and suitable persons to construct and maintain such dam, Now, Therefore, be it Hereby Resolved, That license to construct and maintain a dam suitable for raising a -head of water sufficient to drive logs, timber and lum- ber down said stream, at the point named in said petition, be granted George H. Price and Elijah H. Price fora period of six years from the date hereof and the rite of toll to be fixed in such license shall be the snm of five [5] cents per thousand feet for all logs, timber or lumber rluiced through said dam, said license to be executed and delivered to said George H. Mr. George W. Robinson came before the board and requested that the county establish and lay outa road from Big Falls to Little Falls, on the Big Fork river. The matter was referred to the road and bridge committee. The matter of the appointment of a county physician, was taken up. Commissioner Moore placed in nomination Dr. Thomas Rus- sell; Cowmissioner Lang nominated Dr. George C, Gilbert. and upon a vote being taken, Dr. Russell received two votes and Dr. Gilbert two votes. The result being a tie Chairman Brooks voted in favor of Dr. Thomas Russell, Commissioner Lang moved that Dr. Thomas Russell’s appointment be made unani- mous. The motion was duly seconded ‘and carried. The question of salaries of the several county officers was taken under consideration. It was,moved and seconded that the salary of the county attorney be fixed in the sum of $960 per year. On roll call the motion was unanimously adopted. It was moved and seconded that the salary of the judge of probate be fixed in the sum of $300 per year. On roll call the motion was unanimously adopted. Tt was moved and seconded taat the salary of the superintendent of schools be fixed in the sum of $400 per year. On motion duly car- ried, the same being adopted. It was moved and seconded that the county physician’s salary be fixed in the sum of $0 per month. On roll call being taken the mo- tion was unanimously adopted. Moved and seconded that Wm. Henshaw be retained as janitor of the court house and jail, and that his salury be fixed at the rate of $60 per month, At this time an adjournment was taken to 10a. m., Thursday, January 10th, 1901. ADJOURNED SESSION. Thursday, January 10th, 1901. Pursuant to adjournment the board met. Roll call. Full board present. O.L. Mather made application for a re- fundment of $60.60, the amount paid by him upon lands bought at the forfeited tax sale. the appiication was accompanied by a certi- cate from the U.S. land office certifying that thesuid lands so sold-were the property of the United States government and were not at any time subject to taxation. On motion duly made and carried the refundment was allowed and recommended to the state audi- tor for his approval. On motion duly made and seconded, the bids received forthe publishing of the pro- ceedings and other matters required to be published was taken from the table. The Board went into executive session for the discussion of the bids received. After a thorough discussion of the matter the board again appeared in open session, and Commis- sioner Hennessy offered the following reso- lution and moved its adoption. Whereas, F. J. Stevens, publisher and pro- prietor of the Grand Rapids Magnet, and E. . Kiley. publisher and proprietor of the Grand Rapids Herald-Review, have separate- ly and jointly submitted the lowest bid for the publishing of the official proceedings of the board of county commissioners, the financial statement and all other matters re- quired to be published,therefore be it hereby resolved by the board of county commission- ers 0: Itasca county that the Grand Rapids Magnet and the Grand Rapids Herald-Re- view, be und the same hereby are designated us the newspapers in which shall be publish- ed the official proceedings of the board of county commissioners of said county, the financial statement for the year 1900, the pro- ceedings of the board of equalization, and all othcr matter necessary to” be pub- lished or ordered to be published by said board of county commis- sioners during the year 1901. For such work and publications the proprietors of each of said newspapers shall be paid the following fees and compensation: For the first inser- tion of all matter printed and published cach of said proprietors, and papers, shall receive thirty-seven and one-half,cents per folio and for each subsequent insertion and publication | of the same matter the sum of 17 cents to) each paper and proprietor.
