NEW YORK, April 23 —Foreign dollar bonds put on a vigorous rally all by themselves in today’s market. Brokers described the upward move of the group, interrupting a general decline of more than a week, as mostly technical in view of the long decline which chopped away 25 to 40 per cent of the quoted value of many issues. There was no specific news associated with the upturn. The domestic list was mostly higher as the session started the final hour but advances were small and a sizeable number were un- changed or a shade lower. Outstanding gains were posted (or Rome 6125, Norway 4ls, Milan 6'%s, Tokio Electric Light 6s, Bel- gium 6125 and Hungary external 4125 Pacing the domestic division were Boston & Maine issues following re- ports a large insurance company had assented to a proposed debt adjustment plan for the carrier. The 5s of '67 and 5s of '55 rose more than 2 points. Up by smaller amounts were Mor- ris & Essex 3'.s, Postal Telegraph bs, Missouri Pacific 55 of "7 “F,” Santa Fe 4s of '95 and Bangor & Aroostock 5s. A handful of issues, including Erie 5s of '75, Commonwealth Edi- son_convertible 3l>s and Baltimore & Ohio stamped convertibles, lagged fractionally. United States Governments tended higher.
