MARITIME LABOR BOARD PREDIGTED Mediation Unit May Be Urged by Merchant Ma- rine Officials. B the Assoclated Press. The Maritime Commission may ad- vocate creation of a mediation board, an informed person said today, as the best means of settling labor troubles in the American merchant marine. ‘The board, if authorized, would be fashioned along the lines of the Na- tional Mediation Board which an- nually settles scores of disputes be- tween raflway labor and management, ‘The recommendation may be con- tained in a report by the commission next Monday on all phases of mer- chant marine development. The con- clusions will be designed to gyide the expenditure of millions of dollars in Government aid. Would Avoid Labor Troubles. The men making the report are known to believe that one of the first obstacles. they must remove in order to safeguard this heavy Federal in- vestment is that of labor upheavals in the shipping industry. Joseph P. Kennedy, chairman of the commission, recently described labor conditions in the industry as very bad. He suggested informally that authority over labor should be eoncentrated “somewhere.” Bill Last Session, A bill for a maritime mediation board was introduced at the last ses- sion of Congress. It provided for a large membership, including labor and employer representation. When ob- Jection was raised to the type of board proposed, the bill was rewritten, but did not go beyond committee con- sideration. This revised bill, it was learned au- thoritatively, probably will be the basis tor more determined efforts next ses- slon. Like the railway labor act, it provides for a small, bi-partisan board, voluntary submission of labor disputes and a system of adjustment boards to have original jurisdiction over the dis- putes. SEVEN ARE KILLED IN AUTO’S PLUNGE Car Hurtles 200 Feet Down Moun- tainside, Scattering Bodies Over Wide Area. By the Associated Press. HUNTSVILLE, Ala., Nov. 1.—Seven young persons were killed yesterday when an automobile hurtled from a mountain road 3 miles east of here. The car left the highway at a curve and plunged 200 feet down the moun- tain side into a ravine. All the oc- cupants apparently met instant death. The dead were Miss Vivian El- ledge, 18; Mack Gray, 25; his wife, Irene Gray; Miss Frances Gray, 20, sister of Mack Gray; Leland Preston, 22: C. L. Osborne, 28, and Billie Slay- ton, 20. Although the accident was believed to have occured about 2 am, the wreckage and bodies, scattered over a8 wide area down the mountain side, were not discovered until 3 am. Investigators said there was evi- dence a blowout may have caused the accident. 5-DAY WEEK SURVEY GETS UNDER WAY Reports, as Requested by Presi- dent, to Be More Than Month in Preparation. ‘The five-day-week survey ordered by President Roosevelt will require at least three weeks yet, it was said today as the Civil Service Commission began receiving reports from departments and independent agencies which were asked to figure the cost of such a change in Government service.
