S. Regulation Would Bring Relief in “Uneconomic Areas.” (Bernard M. Baruch, in his recent commencement address at Union College, said the Government should confine ifs regulatery activities to the uneconomic areas” of our ma- tional life. He was asked, in an in- terview, to explain what regulations he would apply, and when. The Jollowing is the first of two stories on the subject.) BY R. H. HIPPELHEUSER. NEW YORK, July 14 (#).—There are two kinds of “uneconomic areas.” In common usage, the expreasion would apply to distressed areas; to & “dust bowl,” or to communities in which mines have been worked, abandoned by induatries, the populace left atranded without means of liveli- hood. Wages are cut and it goes on and on, with wide- spread destruction to producers and wage earners. This is the old, old system of the survival of the fittest. “This is economic war and, like nations at war, nobody ever wins— everybody loses. There is a degrada- tion of all concerned because of les- alues. Price Drop Has Twe Fffects. “It is true that lower prices carry out the law of supply and demand with the effect that when prices get lower, two things are set in motion— first, with lower prices, production | leasens, and second, consumption in- creases. The tall, white-haired financier— who has been a student of industrial early days in Wall Street, and who was called to Washington by Woodrow Wilson to the chairmanship of the War Industries Board, supervising the vast wartime mobilisation of Ameri- oan industry—seaid there should be no arbitrary effort to hold up prices. “Let us suppose the price of wheat is $1.15 and it started downward. The natural laws ‘would be softened, but would still be in effect. This is what is supposed to take place naturally, but when it occurs in a limited time, disaster comes. Sheuld Liguidate Purchases. “When the price rises again to where there is a profit to producers, the purchases of the agency should be liquidated and preasure should be exerted on those who borrowed on their crop (o sell as the price advances. We would then be working in con- sonance with the natural laws. If we didn’t s¢ll when the price rose, we would be working against the natural laws. “Let us see what would happen in cotton. Let us say the price of cotton is 12 cents a pound. Suppose it starts down, because of a big crop or for some other reason. Some agency would buy or lend money on a part of the crop, but not on the whole crop, 8t say 9 or 10 cents. If the prices still went downward, the agency could buy or lend more at 8! cents s0 on down. I prefer lending. If the Gov- ernment did this, we would not have any sudden break impoverishing the South, demoralizing mills and sweat- ing labor. “The consumers would know they would have to act because the Gov- ernment would act if they did not. They would know there would be no wide open break downward from 10 or 9 cents and would have to buy w",hout holding out for such a break. “If we should attempt any such scheme as the valorization of coffee, RESORTS.
