DETROIT, July 2—The United Au- Somobile Workers' Evecutive Board, in- westigating recent ‘“wildcat” strikes, recommended to Union President Homer Martin today the transfer of three organizers from Flint, Mich., and #ne from Detroit. Robert C. Travis, the union’s or- ganizational director in the Flint area, Wwho had a prominent part in the Gen- eral Motors strikes last January, is one of the men affected. ‘The others are Ralph Dale and Wil- Ham Cody, assigned to Flint from Wis- eonsin several months ago, and Emil Mazey, organizer assigned to the Briggs Manufacturing Co. local, larg- est in Detroit On Wednesday Martin announced the board was “going to demonstrate through its action this week in dis- eiplining those responsible for past unauthorized strikes that we mean business.” Possible Successors in Detroit. Prominently discussed here as pos- sible successors to the Flint organizers are Fred Pieper of Atlanta, Ga.; Rus- sell Merrill of South Bend, Ind., and Delmond Garts of St. Louis, Mo., who @are members of the Executive Board. The commission and its staff for a long period of time have given serious consideration to the question of prohibiting the formation of additional associations. This con- sideration and study have brought the commission to the conclusion that in the interest of the public the in- dependent owner-driver and the pub- lic authorities a limitation is desirable and that no benefit would flow from additional associations.” ‘The charges made by the existing D.
