PARIS, June 15.—The French Coun- cil of Ministers decided today to ask Parliament to hand full powers to Premier Leon Blum to decree ‘“all measures” necessary to end the na- tion’s financial crisis. The decision was reached at a morn- ing session which submitted to Presi- dgnt Alfred Lebrun a series of finan- clal measures designed to maintain the value of the franc and safeguard the government's credit despite an estimated deficit of 40,000,000,000 francs ($1,760,000,000). ‘The precise nature of the measures ELLIS SPECIAL Sea Food Platter 85¢ Consists of soft shell crab, fried scallops, fried shrimp, Chesapeake crab cake, coleslaw and French fried potatoes. A communique issued by the cabinet merely announced: “The Council of Ministers delib- erated on the financial projects, ex- amined yesterday and approved unanimously, which were submitted for the signature of the President. “The government will ask parlia- mentary authorization during a very limited period to take by decree all suitable measures to assure relief of public finances and ward off attacks against savings money and public credit.” Refuse to Devalue Franc. France clung to her monetary agree- ment with the United States and Brit- ain today as the government's “protect | the franc” program moved toward parliamentary consideration. Finance Minister Vincent Auriol had the cabinet's unanimous approval of his project to maintain the franc's value and guard the government's credit in the face of an estimated deficit of 40,000,000,000 francs ($1,~ 760,000,000) for 1937. Auriol's plan won the ministry's sanction only after a momentary split in the ranks of Socialist Premier Leon Blum's supporters, however. ~ EDUCATIONAL.
